CITY COUNCIL MEETING MINUTES
December 4,, 2017
Mayor Anderson called the meeting to order at 7:00 p.m. in the Council Chambers at City
Hall. After a moment of silence, the Pledge of Allegiance to the flag was given.
Members Present: Mayor Anderson, Council Members Davis, Wheeler, Hellier and LaBeau
Staff Present: Justin Miller, City Administrator; Andrea McDowell Poehler, City Attorney;
Jeff Long, Police Chief; Chris Petree, Public Works Director; David Olson, Community &
Economic Development Director; Jerilyn Erickson, Finance Director; John Hennen, Parks &
Recreation Director; Daryl Morey, Planning Director; Charlene Friedges, City Clerk

4. Additional Agenda Information: Mr. Miller provided a revised resolution for consent
agenda item 6e.
S. Presentations/introductions
Finance Director Jerilyn Erickson presented the Certificate of Achievement for Excellence
in Financial Reporting, awarded to the City of Lakeville by the Government Finance
Officers Association of the United States and Canada, for the 2016 comprehensive annual
financial report (CAFR). She recognized members of the Finance Department for their
work in preparing the 2016 CAFR.
Chief Long presented the Police Department quarterly report.
6. Consent Agenda
Motion was made by Hellier, seconded by LaBeau, to approve the following:
a. Check register review
b. Minutes of the November 20, 2017 City Council meeting
c. Acceptance of improvements and final payment for 172nd Street intersection
d. Resolution No. 17-179 amending the 2017 General Fund, Economic Development Fund
and Equipment Fund budgets
e. Resolution No. 17-180 setting dates of regular City Council meetings and work sessions
f. Professional Services Agreement with WSB and Associates, Inc. for Legacy Park

g. Acceptance of improvements and final payment to Kevin Casey, LLC for Ritter Farm
dog park, Improvement Project 16-10

7. Fee Schedule Public Hearing
Mayor Anderson opened the public hearing on the adoption of a fee schedule. Ms.
Erickson presented a resolution adopting fees as well as an ordinance adopting fees
related to land use applications. State law requires a public hearing prior to adoption of
the fee ordinance. Changes to the fee schedules as directed by the City Council at its
November 27 work session have been incorporated.
There were no questions or comments from the public.

Motion was made by Wheeler, seconded by Davis, to close the public hearing.
Voice vote was taken on the motion. Ayes - unanimous
Motion was made by Davis, seconded by Wheeler, to approve Ordinance No. 991 adopting
fees and Summary Ordinance No. 991 for publication; and Resolution No. 17-188 adopting
the 2018 fee schedule.
Roll call was taken on the motion. Ayes - Davis, Anderson, Wheeler, Hellier, LaBeau
S. Budget and Tax Leery Public Hearing
Mayor Anderson opened the public hearing on the adoption of the 2018 budget and tax
levy. Ms. Erickson presented the proposed 2018 budget and tax levy, which are consistent
with the direction provided by the City Council at its November 27 work session. The
proposed tax levy results in a 4.95% ($1.3 million) increase over the 2017 tax levy. It
provides funding for operations, capital, maintenance and debt service.
Ms. Erickson explained that market value generated from new construction in 2017
generates approximately $766,000 (2.9%) of the 2017 property tax levy. The impact of the
2018 property tax levy on a median valued home is an increase of $35 on the city's portion
of property taxes. Commercial properties valued at $1 million will see a $16 decrease on
the city's portion of their property taxes due to changes in market value.
The General Fund includes two new police officer positions by June 1 st and a third police
officer position (currently funded by grant dollars) effective October 1, 2018. Also included
for 2018 is a new facility attendant.

Motion was made by Wheeler, seconded by Davis, to approve Resolution No. 17-189
adopting the 2018 tax levy and Resolution No. 17-190 adopting the 2018 budget.
