HomeMy WebLinkAboutPRNRC Minutes 12-20-17 DRAFT CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES December 20, 2017 Chairman Swan called the meeting to order at 6:00 p.m. in the Lake Marion Conference Room. Members Present: Bob Swan, Jeanne Peterson, Jim Storms, Holly Weberg, Lori Bovitz, Tom Goodwin, Patty Zuzek, Judy Hayes (6:04 p.m.) Members Absent: None Staff Present: Parks and Recreation Director John Hennen, Parks Superintendent Mark Kruse, Environmental Resources Manager Mac Cafferty, Recording Secretary Stella Eskelson 1. Approval of November 1, 2017 minutes Minutes approved as written. 2. Citizen comments No citizens present. 3. Interactive Parks and Trails Map Demonstration: Parks Superintendent Mark Kruse provided an overview of an interactive map system that is in the development stage. Representatives from Parks and Recreation and the GIS departments have been collaborating on this new platform. The platform will contain comprehensive parks and trail information for all the Lakeville parks and provide users with information on amenities, trail and sidewalk accessibility as well as their current location in relation to the parks system. When this interactive map system is complete, Park Maintenance will install QR codes throughout the parks system on way-finding signs, shelters and in various other strategic places that can be scanned via a smartphone to access the interactive map. The tentative completion timeline would be Spring 2018. 4. Environmental Resources Project Updates: Environmental Resources Manager Mac Cafferty shared a presentation on various Environmental Resources projects that were in partnership with the Vermillion River Watershed. Projects that were highlighted included; King Park irrigation/water reuse, Valley Lake Park improvements and storm-water ponding, Market Plaza porous paver installation, Juno Trail stabilization and Hamburg Avenue infiltration. The Vermillion River Watershed District contributed significant funding and Staff resources for many of these projects. The Environmental Resources department was also awarded funds for the Valley Lake Pollinator Garden through a stewardship for the completion of the project. Staff also provided an update on the results of treating Lake Marion for invasive zebra mussels. Educational opportunities were discussed, and Staff touched on the different campaigns that the DNR has managed to raise awareness around the issue. Staff Report: Staff applied for and was awarded a $20,000 grant from McKee Foods Corporation as part of The Outdoor Happiness Movement. McKee Foods is awarding a total of $1,000,000 over a 5- year period, a project in each state will be awarded $20,000. The grant proceeds are to be applied to the Legacy Park construction. Staff has also applied for a $5,000 grant through Minnesota Energy Resources for Legacy Park construction. Minnesota Energy Resources has awarded funds to the department for various other projects and events in the past. Bid openings for the Aronson Park Restroom Improvement and King Park Lighting projects are set for January 3rd and January 8th. Ice rinks are anticipated to open on 12/23, the warmer weather has hampered the ice- building efforts. The night crew will be flooding in the coming week to get the rinks open before the holiday and ice will continued to be built after the opening date. The Arts Festival made $17,000 in revenue this year, setting a record for the event. The Arts Center will be undergoing landscaping and building improvements in 2018/2019. Some of the improvements include; relocation of sidewalk and ADA compliant upgrades, drainage correction, tuck pointing, installation of art nooks and additional building lighting. Fencing is being installed at the pickleball courts and windscreen will be added prior to opening in 2018. Staff provided an update on the Indoor Athletic Facility Task Force, City Council requested additional research be done around funding and costs, the information is due back in March. The School Board was approached by an individual who has experience with building and managing domes, and expressed an interest in working with the School District regarding the construction of a dome at Lakeville North High School. 6. Other Business: Committee Member Zuzek shared that she has a contact for grants through the National Association of Realtors and shared some information on projects that they could potentially provide funding for. 7.
