RESOLUTION OF SUPPORT FOR FUNDING APPLICATION SUBMITTAL FOR
MINNESOTA 2017 CORRIDORS OF COMMERCE PROGRAM
I-35W/I-494 PHASE I INTERCHANGE IMPROVEMENT
Proposed Action
Staff recommends adoption of the following motion: Move to approve a resolution of support for
submitting an application for Minnesota 2017 Corridors of Commerce Program funds to the
Minnesota Department of Transportation for I-35W/I-494 Phase I Interchange Improvements,
and authorize the City Engineer to submit a letter of support nominating the I-35W/I-494 Phase I
Interchange Improvements as a priority project for funding.
Overview
In 2017, the Minnesota Legislature appropriated up to $400 million in funds to the Corridors of
Commerce program (CoC). Eligible projects must provide additional highway capacity on
segments where bottlenecks occur in the system, and improve and preserve the movement of
freight and reduce barriers to commerce.
The I-35W/I-494 Phase I Interchange Improvements (project) involve constructing flyover
ramp/bridge access from northbound I-35W to westbound I-494. The project enhances safety,
reduces congestion and maximizes economic development along the I-35W corridor, and is
consistent with the I-35W Solutions Alliance (Alliance) priorities. The City is a member of the
Alliance. Alliance members are dedicated to supporting funding, building and maintenance of a
robust transportation system, and recommend that member cities and counties nominate and
support the project for CoC funding.
Primary Issues to Consider
• Project nominations will be evaluated and scored in February/March; a project award
announcement and release of final scores is anticipated at the end of March 2018.

RESOLUTION SUPPORTING SUBMITTAL OF AN APPLICATION FOR
CORRIDORS OF COMMERCE PROGRAM FUNDS
FOR THE I-35W/I-494 INTERCHANGE IMPROVEMENT PROJECT
WHEREAS, the City of Lakeville is a member of the I-35W Solutions Alliance, which
supports the funding, building, operating and maintaining of a robust multimodal transportation
system that reduces congestion, improves safety, and enables the metropolitan area and the State
of Minnesota to better compete with the other areas of the United States and the world; and
WHEREAS, in 2013 the Corridors of Commerce program was created and authorized $300
million in bonding for projects not already in the State Transportation Improvement Program, in
2014 an additional $31.5 million was authorized, and in 2017 the Minnesota Legislature funded
the Corridors of Commerce program by authorizing up to a total of $400 million for the
construction, reconstruction and improvement of trunk highways for this round of the program;
and
WHEREAS, the I-35W/I-494 interchange improvement project is not currently included
in the State Transportation Improvement Program; and
WHEREAS, the Corridors of Commerce program establishes two major goals: (1) to
provide additional highway capacity on segments where there are currently bottlenecks in the
transportation system; and (2) to improve the movement of freight and reduce barriers of
commerce; and
WHEREAS, the I-35W/I-494 interchange improvement project is consistent with the
guiding principles and objectives put forth in the Statewide Multimodal Transportation Plan, can
begin within four years of award of funding, intersects the two most heavily congested state
highways in the state, would reduce the worst freight and commuter bottleneck in the state (and
18th worst in the nation), and Phase I of the interchange project can be built with the Corridor of
Commerce funding available resulting in a fully funded project.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lakeville
hereby supports the submittal of an application for Corridors of Commerce program funds for the
I-35W/I-494 Phase I interchange improvement project and nominates this project as a priority for
funding.
