NOVEMBER 20, 2017
Chair Davis called the meeting to order at 6:45 p.m. in the Council Chambers at City Hall.
Present: Commissioners Davis, Anderson, LaBeau
Absent: Commissioners Wheeler and Hellier
Also present: Justin Miller, Executive Director; David Olson, Community and Economic
Development Director; Allyn Kuennen, Assistant City Administrator; Charlene Friedges, City
Clerk
Item 02
Motion was made by Anderson, seconded by LaBeau, to approve minutes of the September
18, 2017 HRA meeting.
Voice vote was taken on the motion. Ayes - unanimous
Item 03
Mr. Kuennen presented a resolution and quit claim deed conveying property owned by the
Housing and Redevelopment Authority to the City of Lakeville. He explained that in order for
the City to move forward with the sale of the Kenrick Liquor Store property located at 16179
Kenrick Avenue, ownership of the property must be transferred from the HRA to the City of
Lakeville.
Motion was made by Anderson, seconded by LaBeau, to approve Resolution No. 17-04
approving the conveyance of property owned by the Housing and Redevelopment Authority
to the City of Lakeville.
Roll call was taken on the motion. Ayes - Davis, Anderson, LaBeau
Commissioner Wheeler arrived.
Item 04
Mr. Olson presented a resolution decertifying Tax Increment Financing (TIF) District No. 20,
which was created in 2015 to facilitate the expansion of Mendell Machine and Manufacturing.
He explained that Mendell has been unable to meet its job creation goal due to the lack of
skilled labor in the industry of precision machining of medical device components. The
company has requested termination of the contract for private development, resulting in
decertification of TIF District No. 20.
Motion was made by Anderson, seconded by LaBeau, to approve Resolution No. 17-05
decertifying Tax Increment Financing District No. 20 of the City of Lakeville.
Roll call was taken on the motion. Ayes - Anderson, Wheeler, LaBeau, Davis
