APPOINTMENT TO THE BLACK DOG
WATERSHED MANAGEMENT ORGANIZATION
BOARD OF COMMISSIONERS
Proposed Action
Staff recommends adoption of the following motion: Move to appoint Scott Thureen to a three-
year term on the Black Dog Watershed Management Organization Board of Commissioners.
Overview
Paragraph 6, Subdivision 1, of the Black Dog Watershed Management Organization (WMO)
Joint Powers Agreement outlines the process by which appointments are made to the Board of
Commissioners by member cities. The terms of the current commissioners expired on
November 30, 2017. Rules of the State Board of Water and Soil Resources require that notice of
vacancies must be published in the official newspaper of the Black Dog WMO.
According to the JPA, the Lakeville City Council shall appoint one commissioner and one
alternate commissioner. The law prohibits the appointment of any staff member of member
communities to WMO boards. Scott Thureen has agreed to serve as commissioner for another
three-year term. There are no applicants for alternate commissioner at this time.
Primary Issues to Consider
According to the Joint Powers Agreement, commissioners shall continue to serve as members of
the Board until they are either reappointed or replaced.
