RESOLUTION ESTABLISHING NO PARKING ZONES
ALONG 198TH STREET FROM IPAVA AVENUE TO ITS WEST TERMINUS AND
ALONG IRIS WAY FROM 198TH STREET TO ITS SOUTH TERMINUS
Proposed Action
Staff recommends adoption of the following motion: Move to approve a resolution establishing
no parking zones along the north side of 198th Street from Ipava Avenue to its west terminus and
along the west side of Iris Way from 198th Street to its south terminus.
Overview
198th Street and Iris Way are local public roadways located within the Kyla Crossing subdivision.
Residents within the subdivision request that the City establish no parking zones along one side of
each roadway. The request is in response to overflow on-street parking from Lakeville Ames Arena
and Lakeville North High School patrons. Parking along both sides of the roadways creates public
safety challenges, including property accessibility for first responders (police, fire and ambulance)
and roadway maintenance, particularly in the winter (snow storage). In addition, property owners
expressed concerns regarding driveway accessibility and the loss of on-street parking for guests.
Lakeville Arenas and Lakeville Area Public Schools are currently evaluating options for expanding
on-site parking facilities.
Primary Issues to Consider
• What is the impact of the no parking restriction on residents? Kyla Crossing property
owners provided input expressing support for the no parking zones. One resident (out of
thirty-nine) expressed concern and discussed with Staff regarding the potential that the no
parking zones could create a challenge for their guests in the event of a party/gathering.

ALONG IRIS WAY FROM 198TH STREET TO ITS SOUTH TERMINUS
WHEREAS, the City Council for the City of Lakeville is authorized in accordance with
City Code to designate parking zones within the City; and
WHEREAS, 198th Street and Iris Way do not provide adequate width for parking along
both sides of the roadways.
NOW, THEREFORE, BE IT RESOLVED, that the City shall ban the parking of motor
vehicles along the north side of 198th Street from Ipava Avenue to its west terminus and along the
west side of Iris Way from 198th Street to its south terminus at all times.
ADOPTED by the Lakeville City Council this 5th day of February 2018.
