Subject: Presentation of Downtown Development Guide Update Concepts
Attached please find information prepared by HKGi in consultation with City Staff on proposed
Land Use and Development Concepts for the Downtown along with possible Parks, Open
Space and Transportation improvements. Bryan Harjes with the planning consulting firm of
HKGi will be attending the Work Sessions for the City Council, EDC and Planning Commission
to present these concepts.
Action Requested: Provide input and feedback on the proposed concepts that HKGi and City
staff can incorporate into the proposed Development Guide Update.

Commission Meeting Discussions – Downtown Development Guide Update

The following provides an overview of the intent for the February 26 City Council Work Session, February 27
Economic Development Commission and March 1 Planning Commission Meetings.
The consultant team and City staff have conducted the initial phases of the planning process to update the City
of Lakeville’s Downtown Development Guide, which was adopted in December of 2006. The planning process
for this update began in December of 2017 and will continue over the next 2 months involving key stakeholders
and community leader input. At the upcoming meetings City staff and consultants will provide a brief
presentation that will cover the following topics:
• UPDATE OF PLANNING PROCESS
o Key Tasks / Schedule
• REFRESH ON MARKET FINDINGS
• UPDATE ON FEEDBACK RECEIVED TO DATE
• PRESENTATION OF PRELIMINARY INITIATIVES & URBAN DESIGN FRAMEWORK (summarized below)
• GENERAL DISCUSSION
• Next Steps
The focus of the presentation and discussion will be on the preliminary initiatives related to the downtown,
focused on topics of Land Use and Development, Parks and Open Space, Transportation and other targeted
initiatives related to the downtown.
DOWNTOWN DISTRICTS, LAND USE AND DEVELOPMENT CHARACTER INTITIATIVES:
1) Redevelop isolated industrial areas west of downtown into housing
• High density residential (apartments, condos)
• Medium/ high density residential (rowhouses)
• Medium density residential (townhomes, rowhouses, slab-on-grade patio homes)
• Phase accordingly based on existing businesses, opportunity sights
2) Explore redevelopment of strategic sites in the downtown
• Mall Site
o Leverage and collaborate with existing businesses that are anticipated to stay,
e.g. post office and curling center, redevelopment could be focused on Holyoke
while these two businesses stay in place
o Relocate Post office operations, create new storefront space and drop off for
Post office.

3) Future redevelopment of underutilized land in the central business district

DOWNTOWN TRANSPORATION, STREETS, PARKING, SIGNAGE AND GATEWAY INITIATIVES:
1) Iberia Avenue Extension with “Parkway” Character

2) 208th Street / Lake Marion Greenway Trail connection
• Near-term (painting, signage)
• Long-term (street extension to Iberia “Parkway”)
3) Identify location(s) for future structured parking potential
