City of Lakeville Administration Memorandum To: Mayor and City Council From: Justin Miller, City Administrator Allyn G. Kuennen, Assistant City Administrator Date: March 5, 2018 Subject: Envision Lakeville Five Year Update and 2018 Community Survey. The City Council has initiated an update to the 2013 Envision Lakeville plan. The City has hired Craig Rapp to prepare the update including the facilitation of community focus groups and reassembling the Envision Lakeville Taskforce. The update will also include a city-wide community survey prepared and conducted by NRC, National Research Center. Taskforce The original taskforce from 2013 consisted of fourteen members representing various aspects from throughout the community. Staff has reached out to the original members and the attached list indicates eight members that are interested in participating on the taskforce again. The direction staff is seeking from Council is do they wish to appoint additional members to the taskforce and if so who? Community Survey Notification A post card notice will be mailed to 1,600 randomly selected households about a week before they receive the actual survey. A second notice to complete the survey will be mailed about 10 days after they receive the survey. All mailings will include the city’s logo, a contact number and the Mayor’s signature. A link to complete the survey on-line is also included in the notices. The Communication Department will also deploy a full media campaign across our media platforms to encourage recipients to complete the survey. This multifaceted approach typically produces a higher rate of return allowing for better data for analysis. Examples of the post cards and letters are attached. Community Survey Questions The survey will include thirteen standard questions measuring opinions across eight aspects of community livability, including safety, mobility, built environment, economy etc. There is also an opportunity to include 3 – 4 custom questions. The custom questions can be developed by the City Council and then refined by NRC to remove any biases. In 2013 the City Council 2 prepared three custom questions focusing on community values, city services and parks. Attached is a copy of the current thirteen standard questions and the three custom questions from 2013. The direction staff is seeking from Council is if they wish to use the same custom questions, modify them or use new custom questions. If the Council wishes to revise the custom questions, they need to be finalized and submitted to NRC by March 15th. Project Timeline The community survey is projected to be completed and the results submitted to the city by the end of July – see attached timeline from NRC. While the community survey is being conducted Craig Rapp will be coordinating his work plan with the taskforce and focus groups to coincide with the completion of the survey. The results of the survey can then be incorporated into the 2018 update of the Envision Lakeville report. Council will also be kept up to date throughout the process including a possible joint work session with the advisory groups/committees to review and discuss the results of the survey and the recommendations of the Envision Lakeville Taskforce. 2013 Survey A summary of the results of the 2013 survey is attached for your reference.
