CORPORATE OFFICER CHANGE
Proposed Action
Staff recommends adoption of the following motion: Move to approve change in corporate
officers for Lakeville Capital Investments, Inc. d.b.a. Goodfellas Pizza Bar & Grill.
Overview
Goodfellas Pizza Bar & Grill, 20643 Kenrick Avenue, is owned by Lakeville Capital Investments,
Inc. The corporate officers are Stanley and Verna DeBough. The DeBoughs are planning to sell
the corporation to their daughter, Sherry Schiro. Nothing else will change. Ms. Schiro has been
managing the bar/restaurant for several years.
City Code 3-1-8-12 states, “Licenses issued to corporations shall be valid as long as there is no
change in the officers or ownership interest of the corporation, unless such change is approved
by the council, in which event said license shall continue in force until the end of the then current
license year.” The City Code also requires the Police Department to do a personal background
and felony criminal record check on the applicant. The investigative summary is attached.

Background Investigation Process
On February 23, 2018, I was assigned to the liquor license background investigation of
Sherry Schiro. Ms. Schiro is planning to purchase the corporation from her parents,
Stanley and Verna DeBough.
The following automated databases were checked to conduct this background; DVS,
MNCIS, in-house records, and criminal history files.
On the liquor license application, the applicant was asked if she had ever been convicted
of any crime or violation of any ordinance, other than traffic. Her written response was:
• “15 to 20 years ago underage consumption while driving.”
State and local databases, however, revealed several misdemeanor charges between 2006
and 2014 including unleashed pets, disorderly conduct, and littering.
Conclusion
The background investigation has been completed as required by Section 3-1-6-1 of the
City Code.
