HomeMy WebLinkAboutItem 06.r Date: March 5, 2018 Item No. KENYON AVENUE RECONSTRUCTION APPROVE PLANS AND SPECIFICATIONS AND SET A BID DATE AND ESTABLISH NO PARKING ZONES ON KENYON AVENUE FROM CSAH 5 TO CSAH 46 Proposed Action Staff recommends adoption of the following motion: Move to approve resolutions a) approving plans and specifications and setting a bid date for Kenyon Avenue Reconstruction, and b) establishing no parking zones on both sides of Kenyon Avenue from Kenwood Trail to 162nd Street. Overview Kenyon Avenue is programmed to be reconstructed in 2018 (City Project 18-06) to improve safety and accommodate increasing traffic levels. Project limits are Celebration Church’s northern driveway to 162nd Street (CSAH 46). Improvements include road widening, curb and gutter, sidewalk, utilities, retaining wall construction and bituminous mill/overlay. The estimated construction cost is $975,000. A separate, adjacent stormwater improvement project is included with CP 18-06 to reduce area impacts/achieve construction efficiencies; the estimated construction cost is $170,000. Plans and specifications are available for review in the Engineering Division. Based on the roadway functional classification, design standards and adjacent land uses, parking restrictions are proposed along both sides of Kenyon Avenue from Kenwood Trail to 162nd Street, including the southernmost section of Kenyon Avenue, where parking is restricted by Resolution No. 16-44. Private off-street parking fields provide adequate parking for adjacent businesses. Primary Issues to Consider • The 2018-2022 Capital Improvement Plan programs a project cost of $800,000. The estimated increase in construction cost is due to existing conditions that require substantial wall construction and public utility relocation, as well as the inclusion of the mill/overlay and stormwater improvements. Funding sources include the Escrow Fund, Municipal State Aid Fund, Pavement Management Fund, Sanitary Sewer/Water Operating Funds, Trunk Storm Sewer Fund and Utility Fund – Environmental Resources. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Lakeville, Minnesota: That the plans and specifications for City Project 18-06 are hereby approved by the City Council of the City of Lakeville, Minnesota; BE IT FURTHER RESOLVED, that bids will be advertised as required and opened at 10:30 a.m. on Wednesday, March 28, 2018 at City Hall, 20195 Holyoke Avenue, Lakeville, Minnesota. Anderson, Mayor _________________________________ Charlene Friedges, City Clerk CITY OF LAKEVILLE RESOLUTION NO. 18- RESOLUTION ESTABLISHING NO PARKING ZONES ALONG KENYON AVENUE FROM KENWOOD TRAIL TO 162ND STREET WHEREAS, the City Council for the City of Lakeville is authorized in accordance with City Code to designate parking zones within the City; and WHEREAS, the Kenyon Avenue Reconstruction is programmed in the adopted 2018-2022 Capital Improvement Plan; and WHEREAS, the improvement project does not provide adequate width for parking on either side of Kenyon Avenue. NOW, THEREFORE, BE IT RESOLVED, that the City shall ban the parking of motor vehicles along the both sides of Kenyon Avenue from Kenwood Trail to 162nd Street at all times.
