ON-SALE 3.2% MALT LIQUOR AND WINE LICENSE
LTF CLUB OPERATIONS COMPANY, INC.
Proposed Action
Staff recommends adoption of the following motion: Move to grant an on-sale 3.2% malt liquor
and wine license to LTF Club Operations Company, Inc.
Overview
LTF Club Operations Company, Inc. has applied for an on-sale 3.2% malt liquor and wine license
at Life Time Fitness, 18425 Dodd Boulevard. Life Time Fitness plans to operate Life Café and
Bistro, an indoor café with 12 tables and about 50 total seats, serving nutritious smoothies, salads,
sandwiches and pre-packaged health foods. Beer and wine would be served in the café and in the
outdoor bistro next to the pool.
The Police Department conducted a background investigation on the corporate officers, Steve
Kerzman, Erik Lindseth and James Spolar. A representative of Life Time Fitness will be present
at Monday’s meeting to answer any questions the Council may have.

On February 8, 2018, I was assigned to the liquor license background investigation of the
LTF Club Operations Company, Inc. doing business as LifeTime Fitness.
The above person(s) were listed on the license application and completed the required
personal information application.
The following automated databases were checked to conduct this background; DVS,
MNCIS, in -house records, and criminal history files.
Conclusion
The background investigation is complete.
Based on State Statute and Lakeville ordinance, the applicant meets the qualifications for
a wine and 3.2% malt liquor license at Life Time Fitness.

Subject: LTF Club Operations Company, Inc. Patio Application
I have reviewed the patio application submitted by LTF Club Operations Company, Inc. on
February 9th for an on-sale liquor license at Life Time Fitness, 18425 Dodd Boulevard. The
patio application is for the outdoor pool located on the south side of the building. The patio
application meets the requirements of Chapter 3-1-8-14C of the City Code. The Life Time
Fitness PUD approved in 2006 limits the hours of the outdoor pool to 7:00 a.m. – 10:00 p.m.,
which is consistent with the requirements of the City Code for patios. As such, I recommend
approval of the patio application.
