JOINT POWERS AGREEMENT
Proposed Action
Staff recommends adoption of the following motion: Approve Dakota County Electronic Crimes
Task Force Joint Powers Agreement.
Overview
The City of Lakeville Police Department combined its electronic crimes unit with the Dakota
County Electronic Crimes Task Force (ECU) in June of 2017. As a result of this action, a new
JPA was needed between all parties.
Participation in the Electronic Crimes Unit expands the ability to investigate crimes and the
technological aspects that involve nearly every crime today. The city also saves money by sharing
equipment, training and personnel in this very technical aspect of policing.
This agreement will expire on December 31, 2022 and the city may withdraw with 60 days notice.
Primary Issues to Consider
• The ECU saves the city money in training and continuity of services costs.
• The value of the group is greater than a single detective trained in electronic crimes.
• Participation reduces the cost of equipment, software licensing and other fees now
shared with other cities.
