JOINT POWERS AGREEMENT WITH
VERMILLION RIVER WATERSHED JOINT POWERS ORGANIZATION
FOR EAST LAKE WATER QUALITY IMPROVEMENT PROJECT
Proposed Action
Staff recommends adoption of the following motion: Move to approve Joint Powers Agreement
with Vermillion River Watershed Joint Powers Organization for the East Lake water quality
project.
Overview
The City and Vermillion River Watershed Joint Powers Organization (VRWJPO) are partnering
on an East Lake water quality project. East Lake is identified by the Minnesota Pollution Control
Agency as a nutrient-impaired water. Carp contribute to the lake’s poor water quality by rooting
into the lake bottom and releasing nutrients from the soil into the water. The project involves an
inventory of the lake’s carp population and an assessment of their movement to identify and
evaluate fish barrier and fish management strategies to monitor the carp population. The
VRWJPO is the lead agency for the project; the project is programmed for 2018.
The estimated project cost is $20,570. The VRWJPO received a $10,285 Aquatic Invasive Species
(AIS) grant from Dakota County that will reimburse project-related activities. The AIS grant has
a match requirement to the amount of money received. The match will be shared by the VRWJPO
($5,142.50) and City ($5,142.50) up to a total maximum AIS grant match amount of $10,285. The
anticipated funding source is the Utility Fund - Environmental Resources.
