JOINT WORK SESSION MEETING MINUTES
January 23, 2018
1. Chair Sherer called the joint work session meeting to order at 6:02 p.m. in the
Marion Conference Room at City Hall.
Members Present: Comms. Lowell Collman, Bob Gillen, Jack Matasosky, Quenton
Scherer, Don Seiler, Glenn Starfield
Ex-officio members: City Administrator Justin Miller
Planning Commission members: Jason Kelvie, Jeff Witte
City Council members: Bart Davis, Colleen LaBeau
Members Absent: Comms. Jim Emond, Sheila Longie, Steve Rajavuori, Tom
Smith, Dan Vlasak
Others Present: David Olson, Community & Economic Development Director; Kati
Bachmayer, Economic Development Specialist; Daryl Morey, Planning Director
2. Presentation and Discussion of Downtown Development Guide Update
Bryan Harjes and Britt Palmberg were in attendance from Hoisington Koegler Group
Inc. (HKGi) to discuss the Downtown Development Guide Update process.
Information was presented by Mr. Olson to highlight the many changes that have
occurred downtown since the approval of the 2006 Downtown Development Guide
(DDG) and the public improvements that were made in response to the DDG
recommendations. HKGi presented the results of the market analysis study they
completed for Downtown Lakeville and the area within a 15-minute driving area.
Feedback was requested from EDC, PC and CC members on the updated DDG, and
is as follows:
Downtown needs to expand and diversify what services are offered to capture
more business from the market study demographic groups.
The planning process should take a look at the possibility of higher density in
the downtown core area. Developers should be encouraged to maximize the
space through mixed-use buildings.
Support for increased building heights in Downtown core (4-6 stories, instead
of the current 3-story ordinance) and reduced parking space requirements.
New amenities that could benefit Downtown include things like dog parks,
public greenspace, a natural band shelter and easy access to utility hookups
for outdoor events.

To be successful, efforts to change potential customers’ travel patterns from
driving north for goods/services/experiences to driving south to Lakeville’s
Downtown will be critical.
Retail lease price flexibility would help to fill spaces Downtown.
The Arts Center is a Downtown anchor and one that could be tied into future
development strategies.
The Downtown area can still accommodate and support additional restaurant
square footage.
Consider targeting portions of Downtown with an overlay zoning district for
higher density residential development.
Downtown should take advantage of the existing bike trail connection to Lake
Marion by beautifying the connection points and adding directional signage.
Concerns were expressed about the impact if the Farmers’ Market were to
leave Downtown.
It was suggested that the City consider redeveloping City owned parking lots
into vertical mixed-use developments that include structured parking.
Downtown is in transition and food and entertainment will drive more traffic in
the future.
It was the consensus that a variety of different types of housing will be needed
to support additional business downtown.
The future of the Downtown Lakeville Business Association was also
discussed.
4. Review of Economic Development Annual Report
A copy of the 2017 Economic Development Annual Report was distributed to
attendees. Due to the lengthy downtown discussion, the report will be reviewed
during the February meeting.
The next EDC meeting is scheduled for February 27, 2018.
