Vice Chair Starfield called the meeting to order at 4:30 p.m. in the Marion Conference Room at City Hall. Members Present: Comms. Gillen, Matasosky, Seiler, Starfield Ex-officio members: Roche Members Absent: Comms. Collman, Emond, Longie, Rajavuori, Scherer, Smith, Vlasak Ex-officio members: Mayor Anderson, City Administrator Miller Others Present: David Olson, Community & Economic Development Director; Kati Bachmayer, Economic Development Specialist; Bryan Harjes, Hoisington Koegler Group Inc. (HKGi) 2. Approval of January 23, 2018 Joint Work Session Minutes In absence of a quorum, a vote could not be held to approve the January work session minutes. The minutes will subsequently be voted on during the March meeting. 3. Update on Lakeville Works! – Tim Roche, Lakeville Area Chamber of Commerce Mr. Roche provided an update on the Lakeville Area Chamber of Commerce’s new Lakeville Works! Initiative (LW!), which is focused on connecting high school students to information about career opportunities in transportation, construction, manufacturing and STEM (science, technology, engineering and math). The Chamber has a fundraising goal of 20 local businesses investing $5,000 per year for three years and have 11 companies signed on thus far. The LW! first advisory board meeting will be held in April. The possibility of bringing in a speaker from the Minnesota Department of Employment and Economic Development to educate employers about apprenticeship programs and supporting state funding opportunities was also discussed. Presentation on Downtown Development Guide Update Concepts – Bryan Harjes, HKGi Bryan Harjes was in attendance from Hoisington Koegler Group Inc. (HKGi) to discuss the Downtown Development Guide Update concepts. Mr. Harjes gave a brief overview of the work that has taken place so far on the plan and then highlighted ideas related to land use and development character initiatives, such as medium/high density residential development, mixed-use opportunity areas and improvements to the Lake Marion Greenway. Other items mentioned include the extension of Iberia Avenue, additional parking potential, public festival/transitional event space and integration of public art north of the Lakeville Area Arts Center. Feedback was requested from EDC members and is as follows:  Thinks HKGi did a really great job with the plan and appreciates the outside- the-box thinking and ideas.  Appreciate the inclusion of parkway improvements.  Supportive of the medium/high density zones on the western side of Holyoke. Especially liked the examples of step-back, mixed-use buildings that were shown.  Excited about the prospect of Lakeville’s Downtown becoming the main downtown south of the river. We have an opportunity to capture a broader economic development benefit by growing as a regional draw.  Felt strongly that the Downtown Development Guide should be a visioning plan that shows possibility, not a restrictive plan that stifles momentum.  Creating an overlay district is a good idea to provide developers flexibility and guidance. Mr. Olson and Mr. Harjes stated that the overall plan will take time, but the updated Guide will be a helpful tool as future development is considered in the Downtown area. When the document is finalized in May, the City can support the adopted visioning plan by updating items like zoning and city ordinances to ensure the area is ready for the kind of development proposed in the plan. 5. Presentation of 2017 Economic Development Annual Report Due to the lengthy downtown discussion, the PowerPoint was not presented. But a copy of the 2017 Economic Development Annual Report was handed out during the January meeting. 6. Director’s Report / Development Update Mr. Olson reviewed the Director’s Report. The new Chipotle project was highlighted, as well as the recent openings of Caribou Coffee & Einstein Bros. Bagels and Freddy’s Frozen Custard & Steakburgers. The next EDC meeting is scheduled for March 27, 2018.
