HomeMy WebLinkAbout03-19-18CITY OF LAKEVILLE CITY COUNCIL MEETING MINUTES March 19.2018 Mayor Anderson called the meeting to order at 7:00 p.m. in the Council Chambers at City Hail. After a moment of silence, the Pledge of Allegiance to the flag was given. Members Present: Mayor Anderson, Council Members Davis, Wheeler, Hellier and LaBeau Staff Present: Justin Miller, City Administrator; Andrea McDowell-Poehler, City Attorney; Jeff Long, Police Chief; Chris Petree, Public Works Director; David Olson, Community & Economic Development Director; Jerilyn Erickson, Finance Director; John Hennen, Parks & Recreation Director; Tamara Wallace, Deputy Clerk. 3. Citizen Comments: Bob Egan, 17601 Glasgow Way, voiced concerns with the City's long-term debt, which he stated was the highest in the metro area when compared to other similar sized cities. Mr. Egan would like to see more education provided to the residents about the state of the city's finances. 4. Additional Agenda Information: None. 5. Presentations/introductions: Chief Long introduced Police Officers Hayley Springer, Delaney Miller, Brady Letson, Melissa Field, Josh Phillips and Tyler San Agustin and Community Service Officer Randy Smith. Chief Long presented the Police Department quarterly report. b. Consent Agenda: Motion was made by LaBeau, seconded by Davis, to approve the following: a. Check register review b. First Amendment to Agreement with Lakeville Area Public Schools for School Resource Officer services g. Resolution No. 18-27 authorizing use of Community Development Block Grant funds for senior outdoor chores and home repairs h. Environmental Resources Maintenance Agreement with Applied Ecological Serices i. Acceptance of Cedar Landing V Addition improvements j. Joint Powers Agreement with Vermillion River Watershed Joint Powers Organization for the East Lake water quality project k. Agreement with Midwest Safety Counselors, Inc. for safety training and program support to the Regional Safety Group I. Resolution No. 18-28 calling a public hearing on proposed assessments for 2018 street reconstruction, Improvement Project 18-02 m. Resolution No. 18-29 calling a public hearing on proposed assessments for Kenrick Avenue, Improvement Project 18-03 n. Resolution No. 18-30 authorizing funding for Improvement Project 13-09, Dodd Boulevard o. Joint Powers Agreement with Dakota County for engineering, right-of-way and construction of Improvement Project 18-05, Dodd Boulevard and Flagstaff Avenue intersection; and Resolution No. 18-31 authorizing funding Voice vote was taken on the motion. Ayes - unanimous 7. LTF Club Operations Company, Inc. Adam Luebke of LTF Club Operations Company, Inc. (Lifetime Fitness), provided a brief overview of the request for an on -sale 3.2% malt liquor and wine license, which he expressed was at the request of many members who desired to create a more social club atmosphere. At the March 5 meeting, the Council indicated concerns with the safety and control of alcoholic beverages in the pool area by those who were not of legal age to consume. Mr. Luebke was unable to attend the March 5 meeting, but subsequently submitted a letter outlining the safeguards and practices in place to ensure control of alcohol consumption. City Council Meeting Minutes, March 19, 2018 Page 3 The Council confirmed the letter addressed all questions and concerns; and verified staff had completed any administrative checks necessary to move forward with the license. Motion was made by Davis, seconded by Hellier, to grant an on -sale 3.2% malt liquor license and a wine license to LTF Club Operations Company, Inc. Roll call was taken on the motion. Ordinance Concerning Mayor and Council Salaries City Administrator Justin Miller provided background on this item which was a continuation of discussions from the March 5 meeting proposing an ordinance amending Title 1, Chapter 4 of the Lakeville City Code concerning mayor and city council salaries. Mr. Miller reiterated that the last mayor and council salary adjustments were done in 1999. The proposed ordinance would change the mayor's monthly salary from $833 to $1,347, and council salaries from $722 to $950. The proposed ordinance would also provide a bi-annual cost of living adjustment and give each council member an additional $25 for each committee and interagency meeting they attend. Any changes to salaries would not take place until January 1, 2019, following the upcoming election in November. The council reviewed each portion of the proposed ordinance changes and agreed to remove Item C of the proposed ordinance that incorporated a bi-annual cost of living adjustment following the City election. Joshua Lee, 20678 Kaiser Way, was in support of raising council compensation given the amount of time since the last adjustment. However, he did ask for clarification on why the mayor is paid more than the other members of the council, as well as the philosophy and intent behind the additional $25 to attend outside meetings. Roger Geiger, 7154 -1671" Court West, did not feel the increase was justified, stating all council members were aware of the salary before they decided to run. He felt a 30-60% salary increase would not be given to a city employee at one time and thought it would be more cost-effective to roll out any salary increases in stages. Bob Egan, 17641 Glasgow Way, expressed support of the council salary increase, and appreciated the staff report providing more insight, answers, and background on the proposed ordinance changes. The Council discussed Item D of the ordinance at length, the $25 fee provided for each committee and inter -agency meeting council members attend and expressed varying opinions on its need to hold members accountable for attending these meetings. City Council Meeting Minutes, March 19, 2018 Page 4 Motion made by LaBeau, seconded by Mayor Anderson, to amend Ordinance No. 994 amending Title 1, Chapter 5 of the Lakeville City Code to set the mayor's salary at $15,000 per year, the city council salary at $10,000 per year, and to remove paragraph C establishing a bi-annual inflation adjustment.
