PARKS, RECREATION & NATURAL RESOURCES COMMITTEE
MEETING MINUTES
April 4, 2018
Vice Chair Peterson called the meeting to order at 6:42 p.m. in the Lake Marion
Conference Room.
Members Present: Jim Storms, Holly Weberg, Jeanne Peterson, Lori Bovitz, Alternate
Tony Wotzka
Members Absent: Tom Goodwin, Bob Swan, Patty Zuzek
Staff Present: Parks and Recreation Director John Hennen, Environmental Resources
Manager Mac Cafferty, Recording Secretary Stella Eskelson
1. Approval of March 21, 2018 minutes
Minutes approved as written.
2. Citizen comments
No citizens present.
3. Staff Report:
Committee Members and Staff welcomed new alternate, Tony Wotzka to the
committee.
City Council approved an agreement with KA Witt Construction at the April 2 meeting
for the construction of Legacy Park. The project is scheduled to be completed by the
fall of 2018. Jeff Larson from Minnesota Energy Resources attended the meeting to
present the Mayor and City Council with a $10,000 donation for the construction of this
park. In addition to the $20,000 received from McKee Foods, this will make a total of
$30,000 that has been donated to the project.
The King Park Drainage project bid opening was held on March 12 with Hartman
Companies submitting the low bid. Staff has prepared a 2-year agreement that will be
presented at the April 16 City Council meeting for approval.
Recreation Staff has been busy scheduling fields for local athletic associations for the
2018 season.
Patty Dexter, Recreation Supervisor is working with an individual to organize an
Ultimate Frisbee league that will meet on Thursday nights at Aronson Park. In addition
to this, she is also organizing two pickleball tournaments and the Pan-O-Prog softball
tournament in partnership with MRPA.

Genisys Credit Union reached out to Parks and Recreation Staff expressing their
interest in donating to Recreation programs. They have donated a sum of $2,000 that
will be applied to the Free Family Fun Fest, Haunted Forest and Recreation scholarship
fund.
A paddleboard rental company, Minnesota Mermaid has purchased Keya Boards and
will be entering into an agreement with the City to offer paddleboard rental and other
paddleboard related programs at Antlers Park starting this summer.
The deadline for the 2018 Tree Sale was April 2, a total of 304 trees, shrubs and
miscellaneous items were purchased during this event.
4. Iteri Addition Preliminary Plat
This plat consists of four single family residential lots on 3.0 acres. There is an existing
single-family home, two wells and private septic system that will all be removed. A total
of 92 trees have been identified, each lot will require its own tree preservation plan.
Staff will review each plan and maximize the number of trees that are preserved on
each lot. The developer will construct a rain garden/stormwater retention area located
on one of the lots to treat the stormwater runoff. The total Park Dedication cash
contribution is $16,360.00.
Motion made by Jim Storms, seconded by Lori Bovitz to recommend to City Council
approval of the Iteri Addition Preliminary Plat subject to the recommendations as
presented by City staff.
Ayes: unanimous
5. Other Business:
Committee Member Weberg mentioned a MnDOT grant program that contributes
funding to providing safe trails and sidewalks for schoolchildren. Caffterty shared that
the City has utilized this program, Safe Routes to School from MnDOT in the past.
6. Announcements:
Kacie Robinson, Recreation Coordinator is still looking for volunteers for the Free
Family Fun Fest on April 14. Committee members have been sent the details for the
event and are invited to volunteer.
