HomeMy WebLinkAboutItem 06.c Date: Item No. TEMPORARY ON-SALE LIQUOR LICENSE LAKEVILLE BASEBALL ASSOCIATION Proposed Action Staff recommends adoption of the following motion: Move to approve the issuance of a temporary on-sale liquor license to Lakeville Baseball Association. Overview The Lakeville Baseball Association would like to host a beer garden at King Park on Saturday, June 30, during its All Star Light Celebration. The LBA wishes to serve beer from 3:00 until 10:00 p.m. in a designated fenced-in beer garden. A site plan is attached. LBA personnel will provide security to identify and wrist band those of legal age to consume alcohol and monitor the entrances to assure that alcohol is not taken out of the designated area. The Lakeville Police Department has no objection to the issuance of a temporary on-sale liquor license to Lakeville Baseball Association, subject to the attached stipulations. Primary Issues to Consider What measures will be taken to assure that persons under the age of 21 will not have access to alcohol? Fencing shall be erected around the designated Beer Garden area to control access to the event so that those of legal age to consume alcohol can be identified. The fencing should be of appropriate height and density so that no alcohol can be handed over or through the fence. The designated event area is identified on the site map included with the license application. 2. Alcohol sales are allowed within the designated Beer Garden area only by the Lakeville Baseball Association (LBA). 3. Alcoholic beverages may not be taken out of the designated Beer Garden area. All exits shall be staffed by LBA personnel to prevent this. 4. LBA personnel shall be provided to control access to the Beer Garden, identify and wrist band those of legal age to consume alcohol. 5. Alcohol service will commence at 3:00 p.m. and cease at 10:00 p.m. 6. Provide sanitation facilities commensurate with expected attendance. 7. For security purposes LBA will hire: • One (1) off-duty police officer scheduled from 3:00 p.m. to 11:00 p.m. 8. LBA personnel shall assist the Lakeville Police Department in clearing the event area at 11:00 p.m. 9. The closing time shall be prominently displayed throughout so there is no confusion at the end of the evening when patrons are asked to leave. 10. LBA must obtain a liquor liability policy naming the City of Lakeville as an additional insured. The endorsement which describes how the City of Lakeville is covered as an additional insured must be included. 11. The Police Chief or Fire Chief, or designee, may direct the event manager to control the level of noise and/or terminate the event at any time for any reason.
