HomeMy WebLinkAboutItem 06.l Date: May 7, 2018 Item No. APPROVE CONTRACT AMENDMENT WITH SRF FOR PROFESSIONAL SERVICES FOR 202ND STREET IMPROVEMENTS (HOLYOKE AVENUE TO CEDAR AVENUE) Proposed Action Staff recommends adoption of the following motion: Move to approve contract amendment for professional services with SRF Consulting Group for 202nd Street Improvements (Holyoke Avenue to Cedar Avenue), City Project 15-12. Overview The City Council approved the original Contract at its August 7, 2017 meeting. The Amended Contract reflects changes to the Project scope that were not identified in the initial proposal. Specific changes include additional engineering services associated with: FEMA mapping revisions, Aronson Park water re-use project design, and storm water management system design changes relating to both the roundabout at the 202nd Street/Holyoke Avenue intersection and the future roadway improvements. Primary Issues to Consider • The City and Dakota County are partnering to construct the 202nd Street Improvement project. The City is the lead agency for storm water management system design and construction administration; therefore, the total project cost (both City and County share) is reflected in this memo. The City’s estimated net cost is $45,000. Funding will be provided by the County in accordance with County polices included in the current adopted Dakota County Transportation Plan. A Joint Powers Agreement, establishing City and County project responsibilities and cost participation, will be brought forward for Council consideration at a future meeting. Potential City funding sources include the Escrow Fund, Municipal State Aid Fund, Trunk Storm Sewer Fund, Park Dedication and Trunk Water Fund. Veterans Memorial was determined to be part of Aronson Park. Drainage design added impacts to Village Creek Park (pond expansion, temporary flood storage) as part of Section 4(f) de minimis process. De Minimis preliminary determination report was prepared to include Quigley Sime Park, Aronson Park, and Village Creek Park. Drainage design changed at Quigley Sime Park to move pond to north side of CSAH 50. The first phase was submitted by WSB (under a separate contract) and extended to section S. This CLOMR will extend from section T (south of CSAH 50) to the upstream limit of the detailed study (upstream side of Hamburg Ave). -First phase of CLOMR (WSB) will be referenced for creation of XP-SWMM corrected effective model. Additional documentation for corrected effective model development will be required only for modifications to the model submitted with the first phase of the CLOMR. -First phase of CLOMR (WSB) will not be reviewed or require any updates for use as a boundary condition for the phase 2 CLOMR work. Assumes phase 2 CLOMR will match or slightly decrease the flood elevations in the phase 1 area which will be updated after all the projects are constructed and a LOMR is completed. -Public notices to be assembled and distributed by the City. -Endangered Species Act (ESA) determination to be provided by the City. -The channel is referred to as the East Branch South Creek, however, the channel is not a Public Water and will not require a Public Waters Work Permit. -Fill in the floodplain due to roadway widening is minor and compensatory storage will not be required. Fill from the widened roadway will be accounted for in the updated modeling for the CLOMR. -Branch off of channel which crosses CSAH 50 between East Branch South Creek and Cedar Ave is not mapped as floodplain and will not be added to the regulated floodplain with the CLOMR. -Estimated permit fee included. Final and actual fees may differ and will be determined via coordination with FEMA -Phase-2 CLOMR submittal will follow 90% CSAH 50 roadway plans; CLOMR schedule will be otherwise independent of CSAH 50 roadway project schedule. -No site visits or survey required. Model updates will be based on CSAH 50 roadway plans, Statewide LIDAR data, survey provided by Dakota County and/or the city and plans and modeling data received from the city for the upstream offsite development area (Berres Ridge 3rd Addition). -No CLOMR specific project meetings will be required. -Meetings are via conference calls as needed. -No CLOMR survey included. Any additional survey needs will be provided by the County or postponed until the LOMR. -As-built survey not required for CLOMR. LOMR may be added with a future amendment or separate contract, but is not a part of this amendment.
