Subject: Waste Hauler Zones
One of the topics identified by the City Council to discuss this year was to look at the
possibility of requiring waste and recycling haulers to provide service on certain days of the
week. One of the more common complaints staff receives is that garbage and recycling
trucks currently can drive in a given neighborhood any day of the week. Pedestrian safety,
wear and tear on residential streets, and daily noise and traffic tend to be the most common
sources of frustration.
Currently, Lakeville has an entirely “open” system, where residents and businesses can choose
any hauler they wish, and staff is not recommending that this choice be eliminated
(sometimes called moving towards an organized collection system). However, most of our
neighboring cities allow for residents to choose their haulers, but those haulers are required
to provide the service on a certain day(s) of the week based on geography or some other
system.
Attached is a draft map that simply shows what one option may look like in Lakeville. This has
not been fully analyzed, but it does split the city into five zones of roughly equal physical
addresses.
Staff has met with local industry representatives and they would be happy to further discuss
this proposal with the city. If the council wishes to move forward, staff would facilitate
discussions with each of our five licensed waste haulers to determine the best process to
move forward.
