ECONOMIC DEVELOPMENT COMMISSION
MEETING MINUTES
April 24, 2018
1. Vice Chair Starfield called the meeting to order at 4:30 p.m. in the Marion
Conference Room at City Hall.

2. Approval of March 27, 2018 Meeting Minutes
Comms. Matasosky/Seiler moved to approve the minutes of the March 27 meeting
as presented. Motion carried unanimously.
3. Election of Officers
Mr. Olson explained that an election of officers for the EDC takes place during the
April meeting, following the City Council’s board and commission appointments
approved during the April 2 council meeting. In 2017, EDC members elected
Quenton Scherer as Chair, Glenn Starfield as Vice Chair, and Lowell Collman as
Secretary.
Comms. Emond/Seiler moved to reappoint the 2017 slate of officers in 2018, which
would re-elect Comm. Scherer as Chair, Comm. Starfield as Vice Chair, and Comm.
Collman as Secretary for 2018. Motion carried unanimously.
4. 2018 Comprehensive Plan Update
Mr. Morey explained that the City of Lakeville is in the process of updating its
Comprehensive Plan in accordance with Minnesota Statutes and staff is 16 months
into the two-year process. The 2018 Lakeville Comprehensive Plan is to be used by
City officials, residents, business owners, and developers as a guide for the
continued growth that may occur in Lakeville through 2040. The draft 2040 Land Use
Plan (a section of the overall Comprehensive Plan) was prepared following a series

of planning district meetings, City Council and advisory commission work sessions,
and public surveys to receive input and comments.
Mr. Licht highlighted a new land use category for the 2040 Land Use Plan: Corridor
Mixed Use (CMU). The CMU land use is intended to implement the Metropolitan
Council’s objectives for development along Cedar Avenue or other regional
transportation corridors with a mix of high density residential and commercial land
use. The form of development in this area is to be oriented to the transit corridor
and transit facilities to promote access options other than passenger vehicles.
Mayor Anderson joined the meeting at 4:45 p.m.
EDC members were asked to provide input and recommendations on the draft 2040
Land Use Plan and the draft 2040 MUSA Staging Plan. Questions and feedback
discussed:
The amount of public input was consistent with previous Comprehensive Plan
processes. A majority of the planning district meeting attendees were vested
land owners. The City received good participation through the online survey.
Approximately two dozen minor changes were made to the Land Use Plan
after receiving public input.
The primary focus for economic development is the commercial nodes
planned along the Cedar corridor. Denser pockets of commercial
development would be surrounded by medium/high and low/medium density
residential. Staff predicts the CMU will see eight units an acre or more (the
current average is three units an acre) and this area creates a unique
opportunity to develop something Lakeville has not seen before.
The extension of light industrial land use on the west side of Airlake Industrial
Park (near I-35) is in response to current trends and was also noted to be
beneficial to economic development efforts in the City.
City regulations on things like parking stall requirements and apartment
building design specifications will be addressed with the zoning ordinance
update in 2019.
Several EDC members complimented the Planning Department staff on a job
well done on the draft 2018 Comprehensive Plan.
Mr. Morey shared the remaining timeline with EDC members. The current draft was
reviewed by the City Council during a work session on April 23 and was reviewed by
the Planning Commission during a work session on April 19. Within the next
approximately 30 days, the updated draft plan will be submitted to adjacent
jurisdictions for comment and review. Once revisions have been made based on that
feedback, formal adoption of the final draft will be scheduled for a Planning
Commission meeting in November and City Council meeting in December. The
approved plan will then be submitted to the Metropolitan Council for adoption.
5. Review Downtown Development Guide Update draft plan

Mr. Olson informed the EDC members that HKGi has provided staff with a draft
version of the new Downtown Development Guide, which incorporates the feedback
received during discussions with City staff, input received at two public open houses,
comments received from an online public survey, and comments from the City
Council, Planning Commission, and EDC. EDC members were asked to provide
feedback and recommendations on the draft Guide.
Mr. Harjes gave a brief presentation on the Downtown Development Guide (DDG)
update process thus far, ending with an emphasis on chapters three and four that
focus on approach and implementation of the DDG. Mr. Harjes expressed that the
DDG was intended to be a visionary recommendation for development to grow
excitement about Downtown Lakeville, but should not be viewed as a formal plan.
Mr. Olson stated that the 2006 DDG was helpful when the City worked on public
improvement projects over the last 12 years. Ms. Omdal reviewed the public
financing tools that would be available to support development Downtown. Input and
recommendations from the EDC members was requested. Items that were
discussed:
The Urban Design Framework included in the Plan shows the potential major
development change that could take place.
A majority of the new development is guided to occur on the west side of
Holyoke Ave.
Mixed Use development is recommended Downtown to expand and support
retail with higher density housing options.
Regulations that should be reviewed in the Downtown area related to the
DDG recommendations include building heights, housing density and parking
stall requirements.
There is a huge opportunity to increase the entertainment experience
Downtown and capture more revenue in the area.
It was suggested that a sequence be identified for the strategic priorities.
What item needs to happen first to spur excitement and implementation?
Members were supportive of the proposed Downtown Overlay Zoning District
and the flexibility it would provide.
EDC members complimented HKGi on a great job with the input gathering
process and the draft DDG.
6. Director’s Report / Development Update
Mr. Olson reviewed the Director’s Report and provided information on the Avonlea
apartment project. Leasing for the 146-unit building is expected to begin in June.
Additional information about leasing prices will be included in next month’s meeting
packet. Staff will be attending the Minnesota Real Estate Journal’s 14th Annual Land
Development Conference on May 4. The City will be a sponsor and Mr. Olson is a
featured speaker during the “Frontiers: Lessons in Greenfield Development” session.
Lastly, updated workforce statistics provided by the Dakota-Scott County Workforce
Development Board were handed out for informational purposes. The most
requested certification in Dakota-Scott counties from March 18 through April 18 was

a Commercial Driver’s License and the most posted job occupation was for Heavy
and Tractor-Trailer Truck Drivers.
The next EDC meeting is scheduled for May 22, 2018.
