EXTENSION OF ON-SALE LIQUOR LICENSE
ALIBI DRINKERY
PAN-O-PROG EVENTS
Proposed Action
Staff recommends adoption of the following motion: Move to approve extension of the on-sale
liquor license for Alibi to allow the sale and consumption of alcohol in the fenced-in parking lot
from July 6-14 for Pan-O-Prog events.
Overview
Alibi has requested an extension of their on-sale liquor license to cover the sale and consumption
of alcohol and acoustic music in a fenced-in parking lot on July 6-14. A site plan, schedule of
events and an insurance certificate have been provided with the request. The establishment is
required to send a letter to the surrounding neighbors advising them of the scheduled events.
The police department reviewed the request and has no objection to the extension of the liquor
license, provided Alibi abides by the site plan, schedule of events and attached list of stipulations.
Primary Issues to Consider
• What measures will be taken to assure that persons under the age of 21 will not have
access to alcohol? (See attached list of stipulations)
• What measures will be taken to assure that outdoor activities will cease at midnight? (See
attached list of stipulations)

Stipulations-Alibi
Six-foot high fencing shall be erected around the site per the submitted site plan
Portable toilets listed and placed per the submitted site plan
Notification, via letter, to surrounding neighbors expected to be impacted by the
event advising them of the dates and times of the event and what to expect
Controlled access to the event with Alibi’s security personnel to identify and wrist
band those of legal age to consume alcohol
Persons under 21 years of age may attend the events, but are required to exit the
event prior to 10:00 p.m.
All outdoor live music shall cease by 10:00 p.m. on Thursday, July 12.
All outdoor live music shall cease by midnight on Friday and Saturday, July 6-7.
All outdoor live music shall cease by midnight on Friday and Saturday, July 13-14.
All outside alcohol service shall cease at 10:00 p.m. on Thursday, July 12.
All outside alcohol service shall cease at midnight on Friday and Saturday, July 6-7.
All alcohol service shall cease at midnight on Friday and Saturday, July 13-14.
Alibi’s security shall assist the Police Department in clearing the establishment after
midnight. The closing time must be prominently displayed throughout, so there is no
confusion at the end of the evening when patrons are asked to leave.
For Thursday, Friday and Saturday, July 12-14 events, Alibi shall hire off duty police
officers to supplement their security staff as required by the police department.
The Police Chief, Fire Chief or designee may direct the event manager to control the
level of noise and/or terminate the event at any time.

Dear Mayor Anderson and Council Members:
Alibi Drinkery respectfully requests an extension of our on-sale liquor license and use of our off
sale catering license for use on Pan O Prog 2018 to include the fenced in area in the southern
parking lot adjacent to Alibi Drinkery. Dates of additional requested use are Friday July 6th thru
Sunday July 8th and Thursday, July 12 thru Sunday July 15th. Enclosed is a detailed site plan,
schedule of events and letter to neighbors in immediate proximity to Alibi Drinkery.
We have met with Tim Knutson with Lakeville Police and will be staffing in accordance of their
wishes. We also are aware that at any time the Chief of Police, Fire Chief or any designated
authority may edit event in accordance of noise or weather concerns.
