HomeMy WebLinkAboutItem 06.h Date: Item No. EXTENSION OF ON-SALE LIQUOR LICENSE FOR LAKEVILLE BREWING COMPANY FOR PAN-O-PROG EVENTS Proposed Action Staff recommends adoption of the following motion: Move to approve extension of the on-sale liquor license for Lakeville Brewing Company to allow the sale of alcohol and live entertainment in the fenced-in lawn area on July 6-7 and July 13-14, 2018. Overview The owners of Lakeville Brewing Company have requested an extension of their on-sale liquor license to cover the sale of alcohol in their fenced-in lawn area, as well as live music entertainment, during Pan-O-Prog. A site plan, schedule of events and an insurance certificate have been provided with the request. The license holders are required to send a letter to the surrounding neighbors advising them of the outdoor events. The police department reviewed the request and has no objection to the liquor license extension, provided Lakeville Brewing Company abides by the attached stipulations and event plan. Primary Issues to Consider • What measures will be taken to assure that persons under the age of 21 will not have access to alcohol? (See attached list of stipulations) • What measures will be taken to assure that outdoor activities will cease by midnight? (See attached list of stipulations) Supporting Information • Stipulations and Event Plan Financial Impact: $ Budgeted: Y☐ N☐ Source: Related Documents: (CIP, ERP, etc.): Envision Lakeville Community Values: A Sense of Community and Belonging Report Completed by: Charlene Friedges, City Clerk June 4, 2018 Stipulations-Lakeville Brewing Company  The below stipulations are inclusive of both the interior and exterior areas of Lakeville Brewing Company for purposes of these events to be held on the requested dates.  Notification, via letter, to surrounding neighbors expected to be impacted by the event advising them of the dates and times of the event and what to expect.  Existing fencing surrounding the site shall be secured to establish the outdoor event area per the submitted site plan.  Controlled access to the event with Lakeville Brewing Company security personnel to identify and wrist band those of legal age to consume alcohol. The gate/emergency exit of the fenced area shall be continuously monitored to prevent patrons from leaving with alcoholic beverages.  Persons under 21 years of age may attend the events, but are required to exit the event prior to 10:00 p.m.  All outdoor music shall cease by midnight on Friday and Saturday.  All alcohol service shall cease by midnight on Friday and Saturday.  Lakeville Brewing Company security shall assist the Police Department in clearing both the interior and exterior of the establishment after midnight.  The closing time must be prominently displayed throughout, so there is no confusion at the end of the evening when patrons are asked to leave.  For all events, Lakeville Brewing Company shall hire uniformed police officers to supplement their security staff as required by the police department.  Lakeville Brewing Company shall submit a tent plan to the Fire Inspector and comply with fire code requirements.  The Police Chief/Fire Chief or designee can direct the event manager to control the level of noise and/or terminate the event at any time. Lakeville Brewing Co., LLC Event Plan, Pan-O-Prog 2018 Page | 1 Lakeville Brewing Company Event Plan Pan-O-Prog 2018 1 Event Summary Event Description Lakeville Brewing Co LLC is planning an outdoor lawn bar service and entertainment event to coincide with other surrounding area activities during Pan-O-Prog 2018 in Downtown Lakeville. We will be operating our indoor business as usual during the event. Our lawn area will be serviced with two portable bars offering alcoholic beverages to adults age 21 and over. Days, Dates and Times Outdoor music and bar from 1 PM until 11 PM • Friday, July 6, 2018 • Saturday, July 7, 2018 • Friday, July 13, 2018 • Saturday, July 14, 2018 Entertainment We will feature live music in our fenced yard area. Basic amplification will be used. Products served at the event We will serve beer, wine and cocktails at two portable bars located on the lawn in the event area. Estimated Attendance Our lawn area is sufficient to comfortably accommodate up to 400 people. Our brewpub capacity indoors is approximately 165. We do not anticipate our event to cause any additional encumbrance to traffic flow (beyond the interruptions already known about for the Pan-O-Prog event). Sanitation and Health Facilities Our brewpub indoor restroom facilities will be open to event attendees. We have three stalls in our female restroom. Our men’s restroom has one stall and two urinals. Both men’s and women’s restrooms have ADA compliant facility. Hand wash sinks are also available inside the brewpub in the restroom area. City Services and/or Property Required None requested. Portable bar number 2 (we may not have a second bar) 5. Outdoor tent covering portable bar 2 and with room for guests. Size of tent is 20’ x 30’. The tent is compliant with state and local fire code and will be set up on the morning of the first day of the event. We understand this is subject to inspection by Lakeville Fire Inspector prior to use and we will comply with all instructions given. 6. The yellow outline indicates where the physical fence boundary for the event area is located. Guests will be permitted to enter and exit only through the main business entrance (unless in case of emergency) and security will focus on assuring that no alcohol go beyond the fenced boundary. Lakeville Brewing Co., LLC Event Plan, Pan-O-Prog 2018 Page | 4 2 Safety and Security Safety Lakeville Brewing Co LLC will assure that a first aid kit is available and that an emergency response plan is available and understood by all employees for the event. All event plans will be shared with the City of Lakeville and all recommendations and requirements shared by LPD and LFD will be listened to. Entrances, Exits, and Access control All guests will be required to enter the business through the main entrance located on the northeast corner of our building along 208th Street and generally facing Holyoke Ave. An emergency egress is available on the east side of the concrete patio by which guests can exit into the main parking lot. All other gates along the fence will be locked and security staff will monitor the perimeter throughout the event. Security Personnel Lakeville Brewing Co, LLC will staff the event hours with a total of three additional staff focused on safety and security. • Two security/ staff personnel to monitor the event area – their role will be to monitor the event for guest safety, assist law enforcement and assure that all conditions of our event and liquor licenses are complied with. • One security/ staff person to monitor the main entrance and check valid identification of all guests to assure all are 21 years of age or older. This staff person will control access to the wrist bands and make sure that each wrist band handed out is placed only on those whose identification and age have been verified. In addition to our own security/ staff personnel, Lakeville Brewing Co LLC will agree with the Lakeville Police Department to provide dedicated law enforcement officers for the event as deemed necessary. During the event particular attention will be paid to the perimeter to verify that no alcohol changes hands or leaves the event area at any time. If such an event occurs, the LPD officers on site will be advised. 3 Age Verification During the event all ages will be welcome until 8 PM. After 8 PM only those who are 21 years of age or older will be permitted in the event area, including the indoor and outdoor areas of the premises. A valid identification will be required and a wrist band will be provided to each individual whose age has been verified. To assist in keeping the 8 PM transition simple and smooth, we will start issuing wrist bands at 4 PM each day of the event. At 8 PM all guests without a wristband will be kindly asked to leave the premises. All bartenders and servers will verify, as with normal operations, the age of all individuals asking for or purchasing alcoholic beverages.
