CITY COUNCIL WORK SESSION MINUTES
April 23, 2018
1. Mayor Anderson called the meeting to order at 6:16 p.m. in the Lake Marion Conference Room.
Members present: Mayor Anderson, Council Members Davis, Hellier, LaBeau and Wheeler
Members absent: None
Staff present: Justin Miller, City Administrator; Allyn Kuennen, Assistant City Administrator;

2. Citizen Comments:
There were no citizen comments regarding non -agenda items.
3. King Park Mini Golf Concept
Staff has received a request for the construction of an all-inclusive 9 -hole miniature golf course at
King Park adjacent to the South Metro Miracle League field and all-inclusive playground. The
golf course would be constructed through a collaboration of individuals consisting of: Brian
Roseen of Metro Miracle League, Jack Matasosky of APPRO Development, Tom Smith and Steve
Allen of Brackett's Crossing Country Club, and Jim Tabaka former owner of Midwest Fence
company. The 9 -hole miniature golf course would be open to the public, however would focus
on benefitting those children with cognitive and/ or physical disabilities. Visitors would be able
to obtain a putter and ball at no charge when the concession stand is open; otherwise can bring
their own when the concession stand is closed.
The estimated cost for the project is between $150,000 - $200,000, which would be funded
through donations, fundraising events, and any grant opportunities available without using City
funds. The Parks, Recreation, and Natural Resources Committee has reviewed the proposal and
design plans and recommended moving forward with the project.
Staff presented the preliminarily design concepts for the project and outlined the various
amenities along the course such as spectator benches. The City Council reviewed the proposal
and clarified short/ long term park maintenance needs, responsibility of general replacement/
upkeep, scope of work required to initiate the project, concession stand open hours, volunteers to
get the proposal underway, and the possibility of sponsors to fund sections of the project as was
done with the Land of Amazement construction.

Stated that Brackett's Crossing was not seeking naming rights in the project and looked forward
to the addition of another great amenity within the community.
The Council was in support of staff moving forward with next steps for the construction of the 9 -
hole miniature golf course.
4. First Quarter 2018 Financial Report
Ms. Erickson provided an overview of the first quarter financial report which included revenue
and expenditure highlights on the General, Communications, Liquor, and Utility Operating
Fund's as compared to the 2017 year.
5. Comprehensive Plan Update
Mr. Morey provided a brief overview on the 2018 Comprehensive Plan review which was recently
updated following the second round of public input meetings to obtain feedback on the 2040 land
use and MUSA maps. Planning consultant Daniel Licht compiled the property owner's feedback
and requests which were reviewed and heard by the Planning Commission at their April 23 work
session meeting. Staff is seeking Council direction on those property owner requests.
Council Members heard concerns from property owners during public comment and reviewed
the draft plan by district providing feedback on various parcels. Staff will implement the final
changes to the draft plan which will then be sent to adjacent and affected jurisdictions for a six-
month review.
6. County Road Boulevard Mowing
Following necessary budget reductions in 2009, the City discontinued mowing and weed
whipping Dakota County boulevards and center medians throughout the city. Dakota County
has completed the mowing of these areas since 2010, but only does weed whipping on Cedar
Avenue between 1601 Street and Dodd Boulevard. Since this change, staff has continued to
receive numerous complaints throughout the years with resident's siting safety issues,
environmental concerns (such as invasive plants/ weeds), and the unsightly aesthetic appearance
of the boulevards and center medians along County roads.
Staff has been working with Dakota County on a contractual agreement whereby the County
would reimburse the City $15,000 for mowing the boulevards and center medians. Staff has
reached out to a mowing contractor to obtain an estimate for mowing these areas and is seeking
Council direction on incorporating contractual mowing into the 2019 proposed budget.

Council Members reviewed the mowing estimate and clarified how frequently the mowing would
need to be done. The Council directed staff to find creative options and dollars to address some
of the current mowing concerns residents have brought forward, and to address a long-term
mowing solution for the future.
Transportation Update
Mr. Petree provided a transportation update which included the following construction projects:
signage, phasing, and timeline for County Road 50, an update on the Holyoke Avenue project
expected to complete May 11 ahead of the Taste of Lakeville event, trail reclamation, patching
and curb replacement, the 2018 street reconstruction projects, and structural damage to a bridge
near Brackett's Crossing.
Committee/ City Administrator Updates
Council Member Hellier provided an update on the Dakota Broadband Joint Powers agreement.
Council Member Davis gave an update on the personnel committee who is presently reviewing
the City staff compensation study. The personnel committee is also working to develop a
compensation policy which may look at performance pay for employees versus step increases.
Council Member LaBeau reminded the Council of upcoming closures to I-35 and an update on
funding possibilities for this project.
Council Member Wheeler attended the Arena's Board meeting which is evaluating budget needs
especially with regards to a future dome in the City; and advertising for a new board member.
Mayor Anderson attended the recent Mayor/ Manager meeting where they discussed an
upcoming sold waste plan and reviewed the importance of sustainability efforts within the cities.
