HomeMy WebLinkAbout06-04-18CITY OF LAKEVILLE CITY COUNCIL MEETING MINUTES June 4.2018 Mayor Anderson called the meeting to order at 7:00 p.m. in the Council Chambers at City Hall. After a moment of silence, the Pledge of Allegiance to the flag was given. Members Present: Mayor Anderson, Council Members Davis, Wheeler, Hellier and LaBeau Staff Present: Justin Miller, City Administrator; Amy Schutt, City Attorney; Chris Petree, Public Works Director; David Olson, Community & Economic Development Director; Jerilyn Erickson, Finance Director; John Hennen, Parks & Recreation Director; Allyn Kuennen, Assistant City Administrator; Daryl Morey, Planning Director; Charlene Friedges, City Clerk. 3. Citizen Comments: None 4. Additional Agenda Information: None 5. Presentations/introductions Liquor Director Brenda Visnovec presented donations to The Open -Door Pantry and 360 Communities on behalf of Lakeville Liquors customers and the Minnesota Municipal Beverage Association food drive. Representatives of The Open -Door Pantry and 360 Communities each received a check in the amount of $10,711.89. Interstate Power Systems was featured in the Spotlight on Business. Mr. Olson presented information and a pre-recorded video about the company, which employs 108 people at its Lakeville headquarters. President Mike Masters provided some additional information. Chief Meyer presented the 2018 Fire Department first quarter report. 6. Consent Agenda Motion was made by LaBeau, seconded by Wheeler, to approve the following: a. Check register review b. Minutes of the May 21, 2018 City Council meeting c. Minutes of the May 29, 2018 Council work session d. Temporary on -sale liquor license to Lakeville Lions for Pan -O -Prop events City Council Meeting Minutes, June 4, 2018 Page 2 e. Resolution No. 18-53 authorizing temporary closing of city streets for Pan -O -Prop events f. Extension of on -sale liquor license to Babe's Sportsbar & Grill for alcohol service and live music in the fenced -in parking lot at 20685 Holyoke Avenue for Pan-O-Prog g. Extension of on -sale liquor license to Alibi Drinkery for alcohol service and acoustic music in the fenced -in parking lot at 20851 Holyoke Avenue for Pan-O-Prog h. Extension of on -sale liquor license to Lakeville Brewing Company for alcohol service and live music in the fenced -in back yard at 8790 Upper 208th Street W. for Pan-O- Prog i. Resolution No. 18-54 ordering preparation of an Alternative Urban Areawide Review for the Launch Park study area j. Resolution No. 18-55 authorizing issuance and sale of General Obligation Bonds, Series 2018A; and Resolution No. 18-56 authorizing issuance and sale of General Obligation Street Reconstruction Refunding Bonds, Series 2018B k. Reject bid from Building Restoration Corporation for the Lakeville Area Arts Center masonry rehabilitation I. Agreement with the Metropolitan Council for a volunteer lake monitoring program m. Minor variance for White Funeral Home, 20134 Kenwood Trail (parking lot setback), and Lakeville Dental, 20171 Icenic Trail (parking lot and freestanding sign setbacks) n. Resolution No. 18-57 approving a host site agreement with the Minnesota Pollution Control Agency for a Minnesota Green Corps member o. Accept proposal from St. Croix Recreation Company, Inc. for the purchase of playground equipment at Legacy Park p.
