Home My WebLink AboutItem 5City of Lakeville Administration Memorandum To: Mayor and City Council From: Justin Miller, City Administrator Date: June 25, 2018 Subject: Age 21 Tobacco Sales One of the items identified by the City Council during the January goal setting work session was to discuss raising the age requirement to purchase tobacco in the City of Lakeville to 21 years of age. Currently, the state law of 18 years old is applied in Lakeville, except for Lakeville Liquors stores where all purchases must be made by someone at least 21 years old. Several metropolitan cities have started raising the legal purchase age to 21. Cities that have adopted this policy include Bloomington, Edina, Plymouth, St. Louis Park, Richfield, Minneapolis, Falcon Heights and Shoreview. Others appear to be considering it as well. If this policy were implemented, it would require tobacco license holders to sell only to customers age 21 or older. For tobacco/vape shops, only patrons age 21 or older would be allowed into their stores. This would make identifying underage patrons somewhat easier, and the city has received complaints about underage people making purchases in local stores. If the council wishes to pursue this further, staff would prepare the draft ordinance and any other public outreach the council desires.
