RESOLUTION ORDERING PREPARATION OF A FEASIBILITY REPORT
FOR HAMBURG AVENUE IMPROVEMENTS
AND PROPOSAL FROM BOLTON & MENK FOR PROFESSIONAL SERVICES
Proposed Action
Staff recommends adoption of the following motion: Move to approve a resolution ordering
preparation of an engineering feasibility report for Hamburg Avenue Improvements, City Project
19-05, and accept proposal for professional services from Bolton & Menk, Inc.
Overview
The adopted 2018-2022 Transportation Capital Improvement Plan programs the rehabilitation
of Hamburg Avenue from Lakeville Boulevard to County State Aid Highway (CSAH) 50 (202nd
Street) in 2019. Proposed improvements include roadway reconstruction and widening, concrete
curb and gutter, sidewalk/trail and utility construction (watermain and stormwater
management). The estimated project cost is $1,675,361.
Proposed financing for the Hamburg Avenue Improvements would be through bonds issued
under Minnesota Statutes, Chapter 429 for local improvements. A portion of the total project
cost would be assessed to benefitting property owners abutting Hamburg Avenue within the
proposed construction limits. An engineering feasibility report is required under Minnesota
Statutes, Chapter 429 prior to adopting a resolution ordering the improvement.
Bolton & Menk’s proposal identifies the scope of services and estimated cost to prepare the
feasibility report.
Primary Issues to Consider
• Approximately 35 people attended an informational neighborhood meeting for the
proposed project on Thursday, June 21, 2018.

FOR HAMBURG AVENUE IMPROVEMENTS
LAKEVILLE BOULEVARD TO COUNTY STATE AID HIGHWAY (CSAH) 50 (202ND STREET)
WHEREAS, Hamburg Avenue located between Lakeville Boulevard and County State
Aid Highway (CSAH) 50 (202nd Street) is programmed to be rehabilitated in the City’s adopted
2018-2022 Capital Improvement Plan; and
WHEREAS, the City of Lakeville wishes to finance a portion of the project through
special assessments; and
WHEREAS, an engineering feasibility report is required under Minnesota Statutes,
Chapter 429 for this proposed local improvement.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Lakeville,
that the City Engineer is hereby authorized to prepare an engineering feasibility report for
Hamburg Avenue Improvements, City Project 19-05, advising the City Council in a preliminary
way as to whether the proposed improvement is necessary, cost-effective, and feasible; whether it
should be best made as proposed or in connection with some other improvement; the estimated
cost of the improvement as recommended; and a description of the methodology used to
calculate individual assessments for the affected parcel(s).

Hamburg Avenue Improvements – Feasibility Report
Dear Mr. Jordan:
Thank you for the opportunity to submit this proposal to complete a feasibility report for the reconstruction
of Hamburg Avenue from Lakeville Boulevard to County Road 50. This project will urbanize and expand
the existing roadway in order to function as a minor collector road in accordance with the City’s
comprehensive plan. The improvements will also provide utility access to existing homes and provide
treatment for stormwater surface water runoff.
Based on our discussions with City staff, we have assembled the work plan below that will help develop
the project scope, pavement design, typical roadway section, utility improvements, and stormwater
improvements. Our work plan also includes the development of a Feasibility Report that includes the
Opinion of Probable Cost, draft Assessment Rate, and draft Assessment Role. We will also support the
City’s efforts in property owner communication and engagement through the feasibility phase of the project.
Corridor Analysis $4,500
This task includes the review of existing design information and a recommendation on the proposed street
improvements. City staff has already coordinated a topographic survey and geotechnical report.
Additionally, the City is working with Dakota County on the final design of County Road 50 on the north
extents of the Hamburg Avenue project area. Work subtasks include:
Review City-provided topographic survey
Review City-provided geotechnical report
Develop recommended pavement Section / construction method
Develop recommended typical section
Stormwater Analysis $8,900
The reconstruction of Hamburg Avenue will upgrade the roadway from local rural to urban collector. The
increase in impervious area and addition of curb and gutter will necessitate the installation and extension
of storm sewer. The City has already installed segments of storm sewer along Hamburg in preparation for
the future buildout of the road. We will review the existing storm sewer network and provide
recommendations on storm sewer extensions that meet State-Aid requirements.
To handle stormwater runoff from the reconstructed roadway, a stormwater retention and treatment feature
is proposed near the intersection of Lakeville Boulevard and Hamburg Avenue. Bolton & Menk will aid

the City in identifying a preferred treatment method, sizing the proposed feature, and developing a high
level cost estimate.
Work under this task will bring the project’s stormwater components to a 30% design level and will include
the following subtasks:
Review existing storm sewer network
Download digital data
Delineate “Existing Conditions” watersheds
Develop “Existing Conditions” hydraulic model
Review existing catch basin spreads
Modify drainage areas for “Proposed Conditions”
Develop “Proposed Conditions” hydraulic model
Develop proposed storm sewer layout
Develop regional stormwater feature layout and preliminary cost estimate (2 options)
2D Layout and Construction Cost Estimate $10,400
A 2D layout drawn in AutoCAD Civil 3D 2016 will be created in order to show the proposed utility, street,
and stormwater improvements. We also intend to identify areas that may require easement acquisition. Final
determination of potential easement limits would occur during final design. After a final layout has been
approved by City staff, an Opinion of Probable Cost will be developed for use in the feasibility report.
Subtasks include:
Develop preliminary base drawing showing curbs, pavement, water and sanitary sewer
improvements, stormwater improvements, and approximate construction limits
Submit base drawing to City for review and comment
Finalize 2D layout
Develop Opinion of Probable Construction Cost
Feasibility Report $12,800
A Feasibility Report is required by Minnesota Statutes Chapter 429 when special assessments are utilized
by the City as a funding mechanism. As such, we will prepare a Feasibility Report outlining the proposed
improvements, properties to be specially assessed, and proposed assessment rate in accordance with the
City of Lakeville’s Assessment Policy. Subtasks include:
Prepare draft Assessment Rate per Assessment Policy
Prepare draft Assessment Roll
Develop GIS-based figures (Improvements Map, Assessment Map, 1 additional TBD)
Submit draft Feasibility Report to City for review and comment
Finalize Feasibility Report
Meetings & Public Outreach and Engagement $2,800
Work under this task includes meetings and coordination with project stakeholders (City, County,
Property & Business Owners). Subtasks include:

In accordance with the City of Lakeville’s project requirements, Bolton & Menk proposes to complete the
scope of work as described above for a not-to-exceed hourly fee of $39,400.
