HomeMy WebLinkAboutPRNRC Minutes 06-27-18 DRAFT CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES June 27, 2018 Chair Swan called the meeting to order at 6:00 p.m. in the Lake Marion Conference Room. Members Present: Holly Weberg, Jeanne Peterson (6:15), Lori Bovitz, Jim Storms, Bob Swan, Patty Zuzek, Alternate Tony Wotzka Members Absent: Tom Goodwin Staff Present: Parks and Recreation Director John Hennen, Environmental Resources Manager Mac Cafferty, Recording Secretary Stella Eskelson 1. Approval of June 6, 2018 minutes Minutes approved as written. 2. Citizen comments No citizens present. 3. Staff Report: Trail reconstruction of the Juno Trailway is scheduled to begin after Pan-O-Prog. Dakota County is drafting a Joint Powers Agreement whereby the County and City would split the cost of the trail reconstruction and installation of new trail lighting, considering it is part of the Lake Marion Regional Greenway. Pan-O-Prog preparation is underway, new this year is a Cruise Night 1-mile dash targeted at elite runners. Parks and Rec events kick off this Friday the 29th with the KayBiRu. Other events include a pickleball and softball tournaments. There will be two musical performances this year on Tuesday the 4th at Lakeville North High School starting at 4:30. Staff provided a brief summary of agenda items that were discussed at the June 25 City Council Work Session including; a Citizen Survey that was available online and sent to 1,600 households as well as the Parks Bond Referendum. City Council was presented with a number of scenarios and Staff was directed to move forward with the Master Planning process of Avonlea and East Community Parks. 4. Aspen Grove Preliminary Plat: This plat consists of 56 single family residential lots located north of 205th Street and the Linden Ridge Development. Utilities for this development will stem from the Cedar Crossings development which is currently being graded. The developer has submitted a tree preservation plan and wetland delineation. A neighborhood park that will serve this development as well as Cedar Crossings is slated to be constructed in 2020. Parks, Recreation & Natural Resources Committee Meeting Minutes, June 27, 2018 Page 2 Motion made by Patty Zuzek, seconded by Lori Bovitz to recommend to City Council approval of the Aspen Grove Preliminary Plat subject to the recommendations as presented by City staff. Ayes: unanimous 5. Other Business: Committee Members expressed an interest in being able to review the Parks and Recreation operating budget prior to submission if possible. Staff agreed to compile some information to share with the committee at a future meeting. 6. Announcements: The Lakeville Community Band kicked off their Summer Concert Series at Antlers Park on June 14. A few members of the band will also be playing in the Pan-O-Prog Parade. 7.
