HomeMy WebLinkAboutItem 8 City of Lakeville Administration Department Memorandum To: Mayor and Members of the City Council From: Allyn Kuennen, Assistant City Administrator Copy: Justin Miller, City Administrator Date: July 26, 2018 Agenda Item: Waste Hauler Services Staff and Council continue to receive requests from residents to limit and/or regulate trash collection. Concerns include: continuous disruption and noise from truck traffic on residential streets and neighborhoods, increased wear and tear on roadways, constant display of unsightly trash containers, increased instances of waste spillage, oil spills from blown hydraulic hoses used on the trucks, and inefficient use of services and infrastructure. At their January 2018 retreat, the Council discussed these concerns and directed staff to investigate options for further consideration. Cities throughout the metro area address these concerns in various ways. Options range from the current uncoordinated system to an organized collection system where the city selects a hauler through a competitive bidding process to provide the service for the entire city. In between these two options are opportunities for the city to consider a hybrid system that allows residents to continue to individually contract with the hauler of their choice, but also includes coordination by the city to establish which days of the week the collection occurs by neighborhood or zones within the city. There are currently five licensed waste haulers operating within the city. In June staff met with the haulers to let them know the city was discussing options regarding waste services. Staff also used the meeting to obtain initial reactions and input from the haulers. The haulers indicated Apple Valley, Burnsville and Rosemount have gone to some version of a coordinated hybrid system. The City of Farmington provides their own municipal waste services by day and zone. Lakeville is the only nearby city that has not developed a coordinated system. The haulers also indicated any change to a more coordinated system would most likely require them to modify their operation, routes and days to coincide with whatever the city determines. Currently all but one hauler limits their Lakeville routes to 2 select days of the week; and only one hauler currently provides service Monday through Friday. The haulers requested at least a six-month notice prior to the new system being implemented to give them time to determine logistics, marketing and notifying their customers. Transitioning to a new schedule would be less disruptive for them if it was completed in the winter after the holidays. They also asked to be included in future discussions regarding the development of a coordinated option. Staff is looking for direction from City Council as to whether you would like us to continue to work with the haulers and move forward in developing and implementing a coordinated waste hauler system.
