PARKS, RECREATION & NATURAL RESOURCES COMMITTEE
MEETING MINUTES
July 18, 2018
Chair Swan called the meeting to order at 6:00 p.m. in the Lake Marion Conference Room.
Members Present: Jeanne Peterson, Tom Goodwin, Jim Storms, Bob Swan, Patty Zuzek,
Alternate Tony Wotzka
Members Absent: Lori Bovitz, Holly Weberg
Staff Present: Parks and Recreation Director John Hennen, Recreation Supervisor Patty
Dexter, Recording Secretary Stella Eskelson
1. Approval of June 27, 2018 minutes
Minutes approved as written.
2. Citizen comments
No citizens present.
3. Staff Report:
Staff provided an update on the 2018 Pan-O-Prog events and programs. Overall, it was
another successful event in spite of some events having been cancelled due to weather.
The Cruise Night Dash, a new event offered this year had 50-60 participants turn out for a
1-mile run that finished at City Hall. The event targeted elite runners and staff along with
the Pan-O-Prog board will consider making this a permanent event.
As a result of development north of Lakeville North High School, the fireworks display may
have to be relocated to a new site in 2019.
The Arts Center waterproofing and landscaping project will begin next week, the project
is slated to be completed before the 2018 Art Festival.
The reclamation of Juno Trailway from 205th Street to Casperson will also start next week.
This project includes tearing out the existing trail, installing bio-barrier and trail lighting.
Tentative completion of this project will be mid to end of August. In addition to trail
improvements, a flashing pedestrian crosswalk will be installed. Dakota County will be cost
sharing this project with the City as it will be considered a regional trail in the future.
Legacy Park construction is still in progress, playground pieces will start arriving in a couple
of weeks. New low-maintenance/low-mow vegetation seeding options are being explored
with funding assistance from the Vermillion River Watershed District.

Staff is currently working with consultants on the East Community and Avonlea
Community Park master plans to be completed by the end of the year.
4. Recreation Budget Overview:
Recreation Supervisor, Patty Dexter provided the committee with details on Recreation
and Active Adults programs and events. Dexter touched on class and event participation,
program and rental revenue as well as the success of various programs. Staff included
details on volunteer hours and number of volunteers on this report and will continue to
share this information moving forward. New Summer 2018 programs included; Kamp
Kermit – Big Adventure, Water Play Day, POP Pickleball Tournament and an Ultimate
Frisbee league.
Committee members asked for clarification on how programs are deemed successful,
Dexter explained that first-time programs might not do well in the first year due to a
combination of things including the programs being offered in surrounding
communities and publicizing of new programs.
Committee Member Storms inquired about the possibility of offering ultimate frisbee at
Dodd Trail Park. Staff shared that parking can become an issue with the groups that
frequent the park for pickleball, baseball and soccer but the park is well-utilized.
Dexter also shared that software improvements at the Heritage Center have allowed Staff
to now track how many members visit the facility. 16,000 Active Adult members have
visited the Heritage Center for various programs so far this year.
5. Review Parks Department 2019 Proposed Budget and 2019-2023 CIP
At a prior meeting, Committee members expressed an interest in reviewing the Parks and
Recreation Operating budget, Staff provided draft copies of the proposed 2019 Budget
and Five-Year CIP that outlines major expenses and park projects. These will be shared
with and reviewed by the City Administrator and Finance Department in the coming
weeks.
Committee Members inquired about the estimate revenues for Park Dedication fees, the
estimates are based on historical information and development projections.
Committee Member Storms suggested that the Working Budget be provided in a similar
format to the Adopted Budget that is shared with the community rather than in the
detailed format that Staff provided. After some discussion, the Committee determined
that the detailed format was sufficient for their reviewing purposes.
6. Other Business:
Committee Member Storms shared a brief update on the status of the NRPA Park Metric
Initiative. Over the last year, City of Lakeville park metrics have been collected and input
into the database. By inputting this data, it is possible to compare the City’s amenities,
parks and programs to those of surrounding communities. Storms will provide a complete

overview at the upcoming meeting along with side by side comparisons to comparable
communities who have provided their data.
