HomeMy WebLinkAboutItem 08 August 6, 2018 Item No.________ CONTRACT FOR PRIVATE DEVELOPMENT /BUSINESS SUBSIDY AGREEMENT WITH JAS WAREHOUSE PROPERTY, LLC AND SCHNEIDERMAN FURNITURE INC. Proposed Action Staff recommends adoption of the following motion: Move to approve the Contract for Private Development with JAS Warehouse Property LLC and Schneiderman Furniture, Inc. Overview The City recently received an application for Tax Increment Financing (TIF) assistance from JAS Warehouse Property LLC (JAS) and Schneiderman Furniture Inc. (Schneiderman). JAS is proposing to have Scannell Properties Inc. develop a 130,000 square foot distribution center with a 32 foot clear ceilings on a nine acre site in the Interstate South Logistics Park located at the southwest corner of Co. Rd. 70 and Dodd Boulevard. The entire building would be leased to Schneiderman Furniture Inc. Schneiderman currently leases a distribution center location in Burnsville. Schneiderman is required to bring 40 jobs with an average wage rate of $17 per hour to Lakeville over the next two years, and to maintain their operation in Lakeville for at least five years. JAS and Schneiderman have indicated in their application for TIF assistance that the project is not economically feasible but of the significant costs to extend road and public utility infrastructure to the project site. It should also be pointed out that Scannell Properties is also seeking approval to construct a 157,000 square foot multi-tenant “spec” building adjacent to the JAS building. This building is not included in the proposed TIF District. The contract provides for the City to provide “pay-as-you-go” reimbursements consisting of 90% of the actual captured tax increments for a period of up to nine years beginning with taxes payable in 2020 with a not-to-exceed amount of $732,637. This assistance is contingent on JAS and Schneiderman constructing the proposed 130,000 square foot distribution center by February 1, 2019. The County Assessor’s estimated market value for this new building is $6,500,000. The City Council has approved the proposed modification of the Redevelopment Plan and the creation of TIF District No. 23 with an earlier agenda item. The EDC recommended approval of the proposed terms of this TIF project at their July 31 meeting. Staff recommends approval of the proposed Contract for Private Development. Primary Issues to Consider • Is this request for Tax Increment Financing assistance consistent with the City’s policies? The request is consistent with the City’s TIF and Business Subsidy Policies.
