Chair Davis called the meeting to order at 7:29 p.m. in the Council Chambers at City Hall.
Present: Commissioners Davis, Anderson, Wheeler, Hellier, LaBeau
Also present: Justin Miller, Executive Director; David Olson, Community & Economic
Development Director; Charlene Friedges, City Clerk

Motion was made by Anderson, seconded by LaBeau, to approve minutes of the February 20,
2018 H.R.A. meeting.
Voice vote was taken on the motion. Ayes - unanimous
Item 3
Mr. Olson presented a Tax Increment Financing application from Schneiderman's Furniture,
Inc. to assist in the development of a new 104,000 square foot distribution center at Dodd
Boulevard and County Road 70. The total estimated development cost is $7.2 million; and
approximately $2.3 million is considered eligible for tax increment financing assistance. The
project is estimated to generate between $400,000 and $500,000 in available tax increment.
The increment would be paid out over the next 10-11 years on a pay-as-you-go approach.
The application is consistent with the City's current business subsidy and tax increment
policies.
The applicant, Jason Schneiderman, was present and offered a few brief comments.
Motion was made by Anderson, seconded by Wheeler, to direct staff to engage Springsted to
prepare the necessary notices to Dakota County and ISD 194 and to prepare a proposed tax
increment financing plan for a proposed new TIF District for the Schneiderman's Distribution
Center project and schedule this proposal for a public hearing at the City Council.
Roll call was taken on the motion. Ayes - Davis, Anderson, Wheeler, Hellier, LaBeau
There being no further business, Chair Davis adjourned the meeting at 7:40 p.m.
