Subject: August Director’s Report
The following is the Director’s Report for August 2018.
Building Permit Report
The City has issued building permits with a total valuation of $154,014,262 through July. This
compares to a total valuation of $163,652,230 for building permits issued through July of 2017.
The City has issued commercial and industrial building permits with a total valuation of
$21,921,500 through July. This compares to a total valuation of $20,111,000 for commercial
and industrial permits through July of 2017.
The City has issued permits for 284 single family homes through July with a total valuation of
$89,220,000. This compares to 269 single family home permits issued through July of 2017
with a total valuation of $84,788,000. The City has also issued permits for 37 townhomes
through July with a total valuation of $8,904,000. This compares to 51 townhome permits
through July of 2017with a total valuation of $11,010,000.
The City has issued the highest number of residential permits in the Twin Cities through June
according to the Builders Association of the Twin Cities-Housing First Minnesota followed by,
Woodbury, Plymouth, Otsego and Blaine.
Development Update
The following are updates on a number of active commercial and industrial projects:
• Significant progress has been made on the new multi-tenant commercial building
located at the intersection of Kenwood Trail and Kenrick Avenue near I-35. Exterior work
is complete on this new 4-tenant commercial building. Identified tenants include
Chipotle Mexican Grill (on the east side of the building), Bank of America Advanced
Center and Mattress Firm.
• Construction on Lakeside Flats is making significant progress on the former Jackson
Landscape property near County Road 46 and I-35. This 120-unit, market-rate
apartment building is opening winter 2018 and will include studio, 1-, 2- and 3-bedroom
units, ranging in price from $1,150 up to $2,200. A building permit for Lee Lake Storage,
an additional aspect of the planned development, is ready to be issued.
• The 146-unit Edison at Avonlea apartments, adjacent to the Park & Ride on Cedar
Avenue has been issued a certificate of occupancy tenants started moving in earlier this
month. The market-rate apartments include amenities such as a fitness room, pool, fire
pit, grilling areas and underground parking. Renters can choose from 1-, 2- and 3-
bedroom units that range in price from $1,210 up to $2,020.
• Compeer Financial has begun site work at 21088 Keswick Loop. This $4.7M project will
include the construction of a 2-story office building and will consolidate Compeer staff
from the current Apple Valley and Northfield locations into one Lakeville location.
• The Advanced Oral Surgery at 19925 Idealic Avenue located off Dodd Blvd next to the
Lakeville Area Chamber of Commerce has been framed and enclosed. This new, 3,400
square-foot medical office will be the new business home of Lakeville native, Dr. Jacob
Yetzer.
• Sherwin Williams has picked up an interior remodel permit for a new location in the
north half of the Agape Mechanical building at 21486 Humboldt Ct. The company will
use the space for warehousing and wholesale and retail sales. Construction started on
this project in late June.
• Site grading has commenced for the Bethlehem Lutheran Church valued at $3.2M and
Kings Path Senior Housing (55 senior independent-living apartment units) valued at
$8.8M. Both buildings will be located north of Lakeville North High School on Ipava Ave.
• Site grading has also commenced for the Hampton Inn & Suites, to be located off
Keokuk Ave and CSAH 70. The 117-room, 4-story hotel is valued at $7M.
Recent Planning Commission and City Council Approved Projects
• The City Council approved the creation of a Tax Increment Financing district for the
Schneiderman’s Distribution Center project at the August 6 meeting. This new 130,000
square foot building will be located on a nine-acre site within Interstate South Logistics
Park near CSAH 70 and Dodd Blvd.
• The City Council approved the final plat of Beehive Homes at the August 20 meeting.
Beehive is a 20-unit senior assisted living and memory care facility. The new 12,170
square foot building will be located at the southeast corner of Heritage Drive and Iberia
Avenue, north of U.S. Bank.
• The City Council also approved the final plat for Aldi at the August 20 meeting. The new
22,400 square foot grocery store building will be located south of Emagine Lakeville
movie theater and southwest of Walmart near 207th Street and Keokuk Avenue.
• The City Council approved an interim use permit for Motoprimo outdoor sales and
display of motorcycles and ATVs in conjunction with a building expansion at 16640
Kenrick Avenue. The expansion plans include a two level (main floor and basement)
30,000 square foot addition onto the north side of the existing 27,000 square foot
building.
• The City Council approved the final draft of the Downtown Development Guide Update
at the August 20 meeting. The EDC has been a part of the planning process since it
began with HKGi in late 2017. The updated Guide has incorporated community and
stakeholder feedback and provides a vision for Downtown’s future.
• The City Council approved the preliminary plat for Scannell Properties’ plans for
Interstate South Logistics Park, including two new buildings being constructed at the
intersection of CSAH 70 and Dodd Blvd. Scannell has proposed a 157,820 square foot
spec building in the northeast corner of the property and a 130,192 square foot building
directly south of the spec building for Schneiderman’s Distribution Center. The final plat
will be considered at an August 27 during a special City Council meeting (before the
work session).

The organization has served 82 clients in Dakota County during those six months.
