PLANNING COMMISSION WORK SESSION MINUTES
August 16, 2018
Chair Kaluza called the work session to order at 7:55 p.m.
Members Present: Chair Pat Kaluza, Karl Drotning, Scott Einck, Brooks Lillehei, Jason
Swenson, and Jeff Witte
Members Absent: Vice Chair Jason Kelvie
Staff Present: Planning Director Daryl Morey and Associate Planner Kris Jenson
Others Present: Kris Hernandez, Install This Sign and Awning Co.
Home Goods Sign Variance Discussion
Ms. Jenson provided a brief history of Sign Ordinance requirements as it pertains to the
subject site as well as the Timbercrest at Lakeville design standards approved with the
planned unit development (PUD) in 2001. Ms. Jenson stated that staff contacted The
Avalon Group about the possibility of HomeGoods having a panel on the large
Timbercrest area identification sign adjacent to I-35. Staff was informed that there are
different ownership groups for the property that includes the area identification sign (and
SuperTarget) and the property that includes the HomeGoods and Marshalls tenant
spaces. The Avalon Group also informed staff that there is a 6,000 s.f. vacant tenant
space east of the HomeGoods tenant space, which means that a second wall sign
would not be allowed by ordinance for HomeGoods.
Ms. Jenson updated the Planning Commission regarding staff’s research on the 2007
Zoning Ordinance amendment. She stated that staff has concluded the change for
maximum allowed wall sign size in the freeway corridor district from 150 s.f. to 100 s.f.
was an error; as such, staff supports a Zoning Ordinance amendment to correct the
error. The Zoning Ordinance public hearing will be scheduled for the September 6th
Planning Commission meeting and the September 17th City Council meeting.
The Planning Commission expressed support for the Zoning Ordinance amendment to
address HomeGoods’ signage needs; however, they did not support the variance
request to allow a 162 s.f. wall sign because the variance criteria are not met. Mr.
Hernandez acknowledged the Planning Commission’s support for the Zoning Ordinance
amendment and indicated that he would contact HomeGoods about reducing the
requested wall sign to 150 square feet.
