RESOLUTION AMENDING THE 2018 BUDGETS AND AUTHORIZING TRANSFERS
Proposed Action
Staff recommends adoption of the following motion: Move to approve a resolution
amending the 2018 budgets and authorizing transfers.
Overview
The City’s preliminary tax levy, budget and draft 2019-2023 Capital Improvement Program are
predicated on recommended changes regarding certain funding sources as discussed at the
July 27, August 27 and September 10 council workshops.
Park Dedication Fund
Staff recommended that the remaining sales proceeds ($764,500) from the sale of land
adjacent to the police station (183rd street property) in 2016 be transferred to the Trail
Improvement Fund. These funds will replace the needed tax levy in 2019 and will offset some
of the tax levy needed in 2020 and 2021. Please note that staff has updated this amount from
what was communicated with you at the council workshop.
General Fund
Staff recommended that $125,000 be transferred from the General Fund to the Park
Improvement Fund in 2018 to offset the additional tax levy that is needed in 2019.
Water Trunk Fund
Staff recommended two major changes in funding the Facilities Plan:
1) Antenna revenue received from cellular carriers will be recorded in the Building Fund
rather than the Water Trunk Fund (starting in 2019);
2) Eliminate the property tax levy (starting in 2019).
The antenna revenue will provide a stable funding source based on contracts in place with
cellular carriers.
The draft Facility Plan also reflected a transfer of the 2018 antenna revenues (about $403,000)
from the Water Trunk Fund to the Building Fund.

RESOLUTION AMENDING THE 2018 BUDGETS AND AUTHORIZING TRANSFERS
WHEREAS, the 2018 budgets were adopted on December 4, 2017; and
WHEREAS, the City Council discussed utilizing $764,500 from the sale of land adjacent
to the police station (183rd Street property) to fund trail improvements associated with the 2019-
2028 Capital Improvement Program; and
WHEREAS, the City Council discussed utilizing $125,000 of 2018 General Fund reserves
to fund capital park purchases associated with the 2019-2028 Capital Improvement Program; and
WHEREAS, the City Council discussed utilizing antenna revenues as a primary funding
source to fund the Facilities Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeville,
Minnesota as follows:
1. The recitals set forth above are incorporated herein.
2. The 2018 Park Dedication Fee Fund is amended in the amount of $764,500 for transferring
funds to the Trail Improvement Fund.
3. The 2018 General Fund budget is amended in the amount of $125,000 for transferring funds
to the Park Improvement Fund.
4. The 2018 Water Trunk Fund budget is amended in an estimated amount of $403,000 for
transferring 2018 antenna revenues to the Building Fund.
