HomeMy WebLinkAboutItem 06.h Date: September 17, 2018 Item No. ACCEPT PROPOSAL FROM WENCK ASSOCIATES FOR PROFESSIONAL SERVICES FOR LAKE MARION SHORELINE NATURAL RESOURCE MANAGEMENT PLAN CASPERSON PARK AND JUNO TRAIL Proposed Action Staff recommends adoption of the following motion: Move to accept proposal for professional services from Wenck Associates, Inc. for the Lake Marion Shoreline Natural Resource Management Plan along both Casperson Park and Juno Trail. Overview City staff proposes development of a natural resources management plan (NRMP) for areas of Lake Marion shoreline located along Casperson Park and segments of Juno Trail. The NRMP will identify strategies and best management practices designed to preserve and enhance wildlife habitat, stabilize shoreline erosion issues, create an aesthetic experience for trail users by improving natural amenities and identify public shoreline access points. The NRMP will serve as a resource and guide in determining City natural resources management activities. Wenck’s proposal identifies the scope of services and estimated cost to complete the project the NRMP. The NRMP will be completed in 2018 and serve as a resource in City staff’s efforts to secure potential natural resource improvement funding and grants for 2019 construction. Construction is programmed in the draft 2019-2023 Capital Improvement Plan. Primary Issues to Consider • Proposal is subject to the Master Agreement for Professional Engineering Services between the City and Wenck Associates, Inc. approved by the City Council on July 18, 2016. (Wenck) submits this proposal to assist the City of Lakeville (City) in developing the Lake Marion Shoreline Natural Resources Management Plan. This plan will cover the areas along the Lake Marion shoreline in Casperson Park and along Juno Trail. Casperson Park is City park located along the shoreline of Lake Marion that includes a variety of outdoor recreation facilities for park users including a boat launch, picnic areas, playground, and lake access points. Juno Trail is a multi-use paved trail and an important recreational resource to the residents of Lakeville and greater Dakota County. The trail is approximately 1.25 miles from the boat launch in Casperson Park to the Juno Trailhead located at 205th Street. Approximately 0.75 miles of the trail is located on City property within Casperson Park, West Lake Marion Park, and the Juno Trail head. Juno Trail is connected to other trails in Lakeville and is part of the regional trail system within Dakota County. The trail receives significant use from people enjoying the aesthetic setting as the trail travels along the west and south side of Lake Marion. The focus will be to develop a natural resource management plan for the portions of the Lake Marion shoreline that are located on City controlled property in Casperson Park and along Juno Trail. Wenck will partner with the City to develop a natural resources management plan for these areas of Lake Marion shoreline identifying features to manage and improve habitat conditions along the trail corridor, enhance the aesthetic experience for trail users, address shoreline erosion concerns, and guide public access and usage of park resources along the trail. The plan will be used to guide City management activities for natural resources associated with Lake Marion shoreline in Casperson Park and along Juno Trail over a multi-year period. The plan will be used to help secure potential natural resource improvement funding and grants. A description of the scope and budget for each task is provided. Task 1 – Data Gathering and Field Assessment Approximately 0.75 miles of Juno Trail that is located on City property between the Casperson Park boat launch and the Juno Trail head at 205th Street. Trail use include pedestrians, pet owners, bicyclists, roller bladers, fishermen, bird watchers, and kayakers that access and utilize the trail at various locations. The trail is adjacent to Lake Marion, ranging from five to 15 feet from the shoreline. Between the trail and the shoreline, natural resources are a mix of wetland and upland vegetation communities including trees, shrubs, grasses, and flowers. Access to the lake shoreline is influenced by the existing vegetation community. Grasses, flowers, and native plants are trampled and impacted by trail users accessing the lake shoreline. In other places dense tree and shrub cover prevents shoreline access. Areas of invasive or low-quality plant species, in terms of habitat value or ability to stabilize the shoreline exists. Uncontrolled access to the lake shoreline is exacerbating degradation and erosion. One goal of the natural resource management plan is to quantify the existing natural resources along Lake Marion shoreline and the trail to determine areas where management activities are beneficial. Wenck will conduct a field assessment of the existing habitat conditions for the 0.75 miles of trail located on City property. The assessment will include a two-person field survey team for one field day to collect the data needed for plan development. The field assessment will: • Document vegetation communities, identify species including invasive, and assess quality of the current habitat conditions along the trail and adjacent lake shoreline; • Identify areas where invasive or undesirable species require management; • Identify and assess terrestrial and aquatic habitat along the trail and within five feet of the lake shoreline; • Identify areas of shoreline erosion or where habitat has been negatively impacted; and • Determine potential access points between the trail and lake shoreline. Wenck will review where trail users are currently accessing the lake in the context of how access is potentially impacting habitat conditions or contributing to shoreline erosion. Parameters quantifying the level of shoreline impacts will be collected during the field assessment including bank height, slope, and length of eroded areas. Photo documentation of all relevant habitat, vegetation, access points, and shoreline conditions will be collected during the field assessment. The goal of the assessment is to develop proposed management activities that complement the existing designated access points and management activities that have been completed by the City. Wenck will coordinate the field assessment with the City staff from the Environmental Resources and Parks departments. Prior to the field assessment Wenck will contact the City to acquire existing conditions information related to the trail and park resources. Information provided by the City includes existing topo data, edge of pavement for trail, known utilities, and park amenities. All field data collected by Wenck will be provided to the City as GIS shapefiles, CAD files, and/or spreadsheet format as needed. The total estimated cost for Task 1 Data Gathering and Field Assessment is $4,100 Task 2 – Development of Draft Natural Resources Management Plan Wenck will utilize the data collected under Task 1 to develop the draft natural resource management plan. The plan will include recommendations for vegetation management, habitat enhancement, invasive species or low- quality vegetation removal and control, shoreline stabilization techniques, and integration of trail use with designated access points to the lake shore and other park amenities. The City conducted past vegetation management and shoreline improvement projects along sections of the trail that will be included in the management plan. Wenck will identify these areas within the plan and ensure recommended management activities fit with the approach and aesthetic look of previous projects completed by the City. The shoreline information collected during the Task 1 assessment will be used to propose improvement projects. Based on the initial field meeting between City staff and Wenck to review Juno Trail, the shoreline areas to be addressed are not as steep as the fishing access that was constructed along Juno Trail in Fall 2017. Wenck will explore shoreline stabilization techniques including natural shoreline vegetation enhancement, coir log toe, riprap toe, and/or riprap armoring. Wenck will also review previous management activities completed by the City to direct or exclude access from the trail to the shoreline and other park amenities including the use of split rail fences and hard scape pathway such as gravel or flagstone. This information will be incorporated into the plan as needed to meet City goals for natural resource management along Juno Trail. The management plan will be developed as a graphical plan set. The plan set will include narrative regarding the methods and findings of the field assessment to document existing conditions as well as discussion of proposed management activities. Folded into the plan narrative will be photos documenting existing conditions, figures identifying areas for management activities, and conceptual renderings of proposed habitat improvement and shoreline stabilization features. The plan will also include a phased schedule for planned management activities over a multi-year period. Potential reoccurring maintenance activities will also be identified. A cost estimate for the proposed management and shoreline stabilization activities Juno Trail in Lake Marion Park. Recent project addressing shoreline erosion on Lake Marion that includes hard armoring and flagstone path to direct access to Juno Trail. The draft natural resources management plan will the be provided to the City for review and comment. The estimated cost for the Task 2 Development of Trail Natural Resources Management Plan is $9,500. Task 3 – Project Meeting and Final Management Plan Wenck will submit the draft plan to the City for review and then schedule a project team meeting to review the plan approximately two weeks after the plan is submitted to ensure adequate time for the City to review and provide comments. After reviewing the initial draft management plan, Wenck will address one round of comments. Incorporation of comments will be used to develop the final management plan. Wenck will update the proposed management activities, schedule, and cost estimates as directed by the comments to ensure the City’s goals for the overall management plan are achieved. Wenck will provide two hard copies of the final management plan as well as electronic copies of the project documents including field photos, GIS information, word documents, and final PDF document. The total estimated cost for the Task 3 Project Meeting and Final Management Plan is $4,600. The plan will not include detailed engineering plan sets or specifications suitable for bidding or construction. When the City is ready to implement a specific management activity or set of activities, Wenck will develop a scope and budget to assist the City with necessary tasks as requested. Additional future project tasks that may be needed to implement natural resource management actions could include permitting, development of engineering plan set and specification packages, or providing quote/bidding assistance to the City. Project Schedule and Budget Based on discussions with the City, Wenck is assumes the project would be authorized to start by September 17th and work would need to begin immediately. Wenck would target conducting the field assessment before September 30th to ensure that the analysis of habitat and natural resource conditions along the trail is completed during the summer growing season. The actual date of the field assessment will be coordinated with the City to ensure appropriate City staff (from environmental resources, parks, etc.) are available for this initial meeting. Wenck would begin development of the draft management plan after the field assessment has been completed. Wenck would have the initial draft management plan submitted to the City for review by October 31st. Allowing, two weeks for City review of the draft management plan, the project team meeting with City staff to review comments on the draft plan would be mid-November. After Wenck received comments from the City on the draft management plan, the final plan would be provided to the City by December 15th. This will allow the plan to be used to implement management activities along Juno Trail in 2019. Wenck proposes to complete the tasks outlined above following the terms and conditions of the current Master Services Agreement. The work would be completed under our time and materials rates for a not to exceed amount of $18,400 as outlined in the table below. We would not exceed this budget amount without prior authorization from the City. If additional services are requested or out-of-scope tasks are identified, Wenck would provide the City with a scope and budget for authorization before proceeding.
