HomeMy WebLinkAboutItem 06.n Date: October 1, 2018 Item No. TERMINATION OF A JOINT POWERS AGREEMENT BETWEEN THE CITIES OF BURNSVILLE AND LAKEVILLE FOR SNOW PLOWING Proposed Action Staff recommends adoption of the following motion: Move to approve the termination of a Joint Powers Agreement between the cities of Burnsville and Lakeville for snow plowing. Overview In September 2009, the City Council approved a Joint Powers Agreement with the City of Burnsville for snow plowing in the Maple Island and Bluebill Bay neighborhoods adjacent to Lakeville’s northern border. Over the intervening years, Lakeville Streets Division staff provided both deicing and snow removal for which Burnsville reimbursed Lakeville for cost. This agreement allowed Burnsville to move away from a contracted snow removal service. With continuing growth within Lakeville and increases in centerline miles, Streets Division resources are being stretched to meet internal needs. Continuation of snow removal and deicing in the Maple Island and Bluebill Bay neighborhoods is no longer sustainable without service level impacts across the system. Staff is requesting termination of the Joint Power Agreement to be able to adjust Lakeville’s plow routes to meet resident expectations and to improve service. The elimination of these additional miles will reduce wear and tear on Lakeville’s equipment and reduce materials usage. Primary Issues to Consider • What is the benefit to terminating the JPA? It eliminates 3.2 miles from the plow route and focuses staff efforts on Lakeville needs. Supporting Information • A copy of the termination memo is attached. Kautz, Mayor City of Burnsville 100 Civic Center Parkway Burnsville, Minnesota 55337 Subject: Termination of Joint Powers Agreement for Snow Plowing Dear Mayor Kautz, In accordance with paragraph 6 of the Joint Powers Agreement for Snow Plowing between the Cities of Burnsville and Lakeville dated August 18, 2009 the City of Lakeville is providing notice of its intent to terminate the Joint Powers Agreement effective November 1, 2018. With continuing growth within the City of Lakeville and annual increases in street centerline miles, snow removal resources are being stretched to meet internal needs and the continued snow removal in the Bluebill Bay and Maple Island neighborhoods is no longer sustainable within our current service levels.
