CITY OF LAKEVILLE
PARKS, RECREATION & NATURAL RESOURCES COMMITTEE
MEETING MINUTES
October 3, 2018
Committee Chair Swan called the meeting to order at 6:00 p.m. in the Lake Marion
Conference Room.
Members Present: Bob Swan, Jeanne Peterson, Jim Storms, Lori Bovitz, Tom Goodwin
Members Absent: Holly Weberg, Patty Zuzek, Alternate Tony Wotzka
Staff Present: Parks and Recreation Director John Hennen, Recording Secretary Stella
Eskelson
1. Approval of September 19, 2018 minutes
Minutes approved as written.
2. Citizen comments
No citizens present.
3. Staff Report
The Master Plan concepts for East Community Park Phase II are now available to view online
along with a survey for residents to provide feedback. The concepts do include some of the
changes and recommendations from committee members from the September 19th
discussion. Staff will work with the consultant to develop a preferred concept based on survey
feedback that will be presented to the committee at the November 7th meeting.
Preferred Master Plan concepts of Avonlea Community Playfield will be presented to the
committee at the October 17th meeting. The concepts that had been presented to the
committee previously are being refined and changed based on feedback results from the
community survey and committee input.
Plans are to present the preferred concepts for Avonlea and East Community Parks along
with options for the location of an indoor athletic facility at the November 26th City Council
Work Session. Committee members requested the opportunity to review the concepts
prior to them being presented to City Council. Staff will ensure that the preferred concepts
are provided to the committee for feedback prior to the presentation during the City
Council Work Session.
4. NRPA Metrics Discussion Follow-Up
Staff presented a summary document of the NRPA metrics comparison that the committee
reviewed at the September 19th meeting. There was a consensus that some of the points
needed to be further clarified and separated into separate sections highlighting the
Strengths and Gaps that were identified by the committee. There was also some discussion

on the need for the National comparisons as much of the information was redundant, a
brief paragraph discussing the National findings will be included and the in-depth
information can be provided on request. Staff will make these changes based on the
committee’s recommendation and bring back to the committee for review.
5. Proposed Parks and Recreation Sponsorship Opportunities Program
Recreation Staff developed a sponsorship packet that can be provided to groups and
businesses that are interested in sponsoring a program or special event. There are different
levels of sponsorship available. Committee members thought that it was a well done
document.
6. Other Business:
No other business.
7. Announcements:
The Active Adults are hosting a Belgian Waffle Breakfast fundraiser on October 7th from 8
AM to 12 PM.
The Haunted Forest Festival is set for October 20th from 5:30 PM to 8 PM at Steve Michaud
Park. Committee members are invited to volunteer for the event.
The Lakeville Area Community Band Holiday Concert tickets are now on sale, they will be
playing two shows again this year and anticipate another sell-out concert.
