Mayor Anderson called the meeting to order at 6:02 p.m. in the Lake Marion Conference Room. Members present: Mayor Anderson, Council Members Davis, Hellier, LaBeau, and Wheeler Members absent: None Staff present: Justin Miller, City Administrator; Allyn Kuennen, Assistant City Administrator; Jerilyn Erickson, Finance Director 2. Citizen Comments: There were no citizen comments. 3. 2019 Preliminary Budget & Property Tax Levy At the August 27 work session meeting, the City Council asked staff to bring forward a revised preliminary budget that would allocate funds for the implementation of police body -worn cameras and replacement of squad cameras in police vehicles. The revised budget considers an implementation date of October 1, 2019 which will minimize storage fees for 2019 as well as allow staff time to hire an additional Records Technician that would manage this data. Staff estimates the cost of data storage/ support at $30,750, and an additional Records Technician to manage/ redact data at a cost of $30,000; each of these would be funded through reduction recommendations made by the Police & Deputy Chief. The equipment acquisition of $130,000 would be funded by a transfer from the General Fund which will reduce the estimated ratio from 46.1% to 45.7%. These changes would not affect the current proposed property tax levy of 8.0%. The Council reviewed the revised preliminary budget and inquired about opportunities for a joint powers agreement with other neighboring cities to save on costs for the storage/ redaction of body -worn camera data, clarified the current tax capacity rate, reviewed the fund balance, and discussed the financial impact the tax levy would have on the median home. The Council ultimately agreed on the maximum preliminary tax levy of 8.0% in recognizing 3.1% of the levy represents the City growth and continues to reflect a decrease in the tax capacity rate which has gone down every year since 2013. Staff will bring forward a resolution to approve the preliminary tax levy at the September 17 City Council meeting; and will continue to review and tighten projected numbers for potential adjustments where possible to decrease the final tax levy. 4. 5.
