Chair Scherer called the meeting to order at 4:00 p.m. in the Marion Conference Room at City Hall. Members Present: Comms. Collman, Dautel, Emond, Gillen, Matasosky, Scherer, Seiler, Vlasak Ex-officio members: Members Absent: Comms. Smith, Starfield, Mayor Anderson, City Administrator Miller, Chamber Interim President Others Present: David Olson, Community & Economic Development Director; Kati Bachmayer, Economic Development Specialist 2. Approval of July 31, 2018 Meeting Minutes Comms. Emond/Matasosky moved to approve the minutes of the July 31 meeting as presented. Motion carried unanimously. 3. Review of Federal Grant Application for Progressive Rail Storage Facility The City was recently contacted by representatives of Progressive Rail regarding their application for the Consolidated Rail Infrastructure and Safety Improvement (CRISI) Grant application through the Federal Rail Administration (FRA). The grant money would be used to secure funding for the construction of a rail car storage facility along the CP Railway line between Lakeville and Northfield. An agreement between the City and Progressive Rail was approved by the City Council on September 4, 2018. This agreement states that the City will provide a letter of support for the grant application and contribute $10,000 in financial support to the project contingent on Progressive Rail receiving the federal grant and constructing the rail car storage facility. In exchange, Progressive Rail will no longer store rail cars north and west of Dodd Boulevard in the City and will limit the storage of cars between County Road 70 and Dodd Boulevard to no longer than 10 days at a time. 4. Review of Proposed Airlake Airport Capital Improvements Plan The City recently received a copy of the proposed Metropolitan Airports Commission (MAC) 2019-2025 Capital Improvements Program (CIP). The preliminary CIP approved by the Commission on September 17 includes $2,350,000 of capital improvements for Airlake Airport including: Existing Maintenance Building Improvements ($400,000), Plane Wash Pad ($150,000), Public Restroom Facility for Economic Development Commission Minutes July 31, 2018 Page | 2 Existing Hangers ($300,000), and Phase I of South Building Area Development ($1,500,000). The South Building Area Development Phase I improvements consists of construction of sanitary sewer and water mains and construction of taxi lanes and an entrance road to the area south of the runway. This is the area that was annexed to the City earlier this year. After these improvements are completed, the development of additional private hangers can commence. 5. Update on 2017-2019 Economic Development Strategic Plan Progress An update on the progress made in 2018 toward the Economic Development Strategic Plan priorities were discussed during the meeting. A copy of the 2017 progress report was also provided, for reference. A consultant will be hired in 2019 to update the document with priorities and metrics for the next three years (2020- 2022). 6. Director’s Report / Development Update Mr. Olson reviewed the Director’s Report and highlighted information on the commercial construction occurring in the city. Development projects currently under construction include Compeer Financial, Hampton Inn & Suites, Advanced Oral Surgery, Hy-Vee Convenience Store, Valvoline Instant Oil Change and O’Reilly Auto Parts. The next EDC meeting will be held on October 30, as city staff will be attending the annual Minnesota Commercial Real Estate Association Expo on October 23.
