ACCEPT STONEBROOKE ENGINEERING PROPOSAL FOR PROFESSIONAL SERVICES
AND APPROVE COST SHARE AGREEMENT WITH FORTUNE REALTY
FOR KENRICK AVENUE EXTENSION STUDY
Proposed Action
Staff recommends adoption of the following motion: Move to accept proposal for professional
services from Stonebrooke Engineering and approve Cost Share Agreement with Fortune Realty,
Inc. for the Kenrick Avenue Extension Study, City Project 18-25.
Overview
The City is partnering with Fortune Realty, Inc. (property owner - PID No. 220121053010) to
assist in master planning future development of the subject property. The property is 36-acres,
bordered by Interstate 35 right-of-way along the west and Canadian Pacific Railroad right-of-way
along the east, and contains several wetlands. The City of Lakeville’s Transportation Plan guides
for the extension of Kenrick Avenue through the subject property, providing a connection
between County State Aid Highways 50 and 60. The Study will provide Fortune Realty with an
alignment for Kenrick Avenue that meets State Aid requirements to be used in planning the
development of the subject property.
Stonebrooke Engineering’s proposal identifies the scope of services and estimated cost to complete
the Study. The Cost Share Agreement establishes the cost responsibilities of the City and Fortune
Realty, Inc.
Primary Issues to Consider
• Funding for the Study will be shared equally between the City and Fortune Realty, Inc. The
funding source for the City will be the General Fund.

COST SHARING AGREEMENT
AGREEMENT made this 5th day of November 2018, by and between the CITY OF
LAKEVILLE, a Minnesota municipal corporation, located at 20195 Holyoke Avenue, MN 55044
("City") and FORTUNE REALTY, INC., a Minnesota corporation, with its principal office located
at 1799 E. Bluestone Drive, Eagan, MN 55122 ("Fortune").
Recitals
A. The City and Fortune desire to conduct an alignment study for an extension of
Kenrick Avenue which will include development of an alignment of Kenrick Avenue from the
current termini at 181st Street West to the existing termini near the Canadian Pacific/Progressive
Railroad line (“Study”);
B. The City has determined that such a Study is in the best interests of the community
and therefore, desires to participate in the cost of the Study pursuant to the terms of this Agreement;
NOW, THEREFORE, IN CONSIDERATION OF THEIR MUTUAL COVENANTS
THE PARTIES AGREE AS FOLLOWS:
1. COST SHARE. The City and Fortune agree to evenly share the cost of the Study.
Except as provided herein, neither party shall be obligated to the other for any additional costs
associated with this Agreement or the Study.
2. CONTRACT.
A. The City has conducted a Request for Proposal (“RFP”) for a consultant to perform
the Study for City Project 18-25 and has selected Stonebrooke Engineering (“Stonebrooke”) to
perform the Study at a total cost of $21,516.00 based on the proposal from Stonebrooke, attached
hereto as Exhibit A (“Proposal”). The City will enter into a contract with Stonebrooke pursuant to the
City’s RFP and the Proposal (“Contract”). Fortune shall submit its share of the cost of the Study, in
the amount of $10,758.00 prior to City approval of this Agreement and the Contract with
Stonebrooke.
B. No additional work by Stonebrooke other than the work approved under the Contract
shall be authorized by the City without written authorization by Fortune and amendment of this
Agreement if the amount will exceed the total cost provided in Paragraph 2.A.
C. The City shall provide a copy of the Study to Fortune upon receipt from Stonebrooke.
3. NOTICES. For purposes of this Agreement, the following individuals shall serve as the
contacts for each party and notices to be provided under this Agreement shall be provided at the
following addresses:

Dear Mr. Jordan,
Thank you for the opportunity to provide this proposal and fee estimate for the Kenrick Avenue Extension
Alignment Study.
Stonebrooke Engineering proposes to complete work on this project consistent with the requirements presented
in the project RFP, dated September 27, 2018. Generally, this includes an alignment study for Kenrick Avenue from
the current South termini at 181st Street West, to the North termini near the Canadian Pacific/Progressive railroad
line. Based on coordination and discussion with City staff, our project team will create 3 concept alignments and
corresponding preliminary designs (consistent with the requirements of the RFP). We will then work with the City
to determine the preferred alignment and make any necessary modifications to that option.
We understand that key priorities for the City include minimizing environmental impacts (primarily trees and
wetlands), maximizing developable space, and considering stormwater management and railroad crossing needs,
while also meeting State Aid and City design standards for this roadway.

Our Project Team will be led by Tyler Newhall, with roadway design work being completed by Jake Duppong.
Tyler and Jake have worked together on a number of recent roadway projects, including the current Dodd
Boulevard and Flagstaff Avenue Roundabout Project for the City of Lakeville. They both have a firm grasp of
current roadway design standards, along with City of Lakeville standards and typical project expectations.

The key team member supporting Tyler and Jake for this project will be Tim Arvidson. Tim has a wealth of
knowledge, including many years of experience developing alignment options for roadway extensions being
completed for, or as part of, future development. Tim has successfully led large scale municipal design projects
ranging from industrial land planning, to residential and commercial site development, to public utility extension
projects. He has assisted urban and rural communities in developing community design standards, planning
guidelines and development ordinances. His municipal experience also includes public utility design, hydraulics
and local reconstruction/rehabilitation projects.
Tim will provide oversight of the development of the 3 alternatives, consider their optimization from the
perspective of a developer while also minimizing environmental impacts, and will assist in refining the preferred
alignment, as chosen by the Project Team.
The following pages provide some examples of projects completed by the company and project team members
that had a major emphasis on evaluation of alternate alignments for roadway extension.

Similar Scope Project Experience
Willow Creek Drive/Willow Creek Heights Subdivision/Willow Creek Commons Commercial Site (Lonsdale, MN):
Stonebrooke Engineering evaluated alternative alignment options, planned and designed the Willow Creek Drive
extension in Lonsdale, MN. This included measures to minimize environmental impacts, while also considering
cost implications for the different alignments/layouts.
Willow Creek Drive was constructed to serve the Willow Creek Heights Subdivision (246 lot subdivision) and the
Willow Creek Commons Commercial Site (15‐acre commercial development). Both the residential and commercial
developments were also planned and designed, along with construction oversight, by the Stonebrooke team. This
was done concurrent with the Willow Creek Drive planning and design to optimize both the roadway and the
development layout. Tim Arvidson led this process for the Stonebrooke Project Team.

CSAH 7/West Beltline Extension (Owatonna, MN):
This project included preliminary and final design of approximately 2 miles of new rural and urban two‐lane and
four‐lane divided roadway with concrete surfacing, including a bridge designed by others over the BNSF Railroad.
The project links SW 18th Street and existing Highway 14 on the West side of Owatonna. Corridor grading
accommodates a future four‐lane urban design, which is the ultimate configuration for the roadway. This project
was needed to provide system linkage between the MnDOT alignment of Highway 14 (New Highway 14) and Steele
County Road 2 (old Highway 14). The new roadway provides a vital connection for the area as a direct route
between North and South Owatonna.
Stonebrooke worked very closely with Steele County and the City of Owatonna to develop a preferred alignment
for this route that minimized both construction cost and environmental impact. Ultimately, we were able to
provide modifications to the initial County/City preferred alignment, which ended up saving the agencies over
$300,000 by reducing earthwork and adjacent road reconstruction. Tim Arvidson led this process for the
Stonebrooke Project Team.

TH 7 & CSAH 11 Roundabout (Minnetrista, MN):
This project included relocating the existing TH 7 & CSAH 11 in tersection approximately 700 feet West, to intersect
with the proposed realignment of Kings Point Road. In addition, it includes the redesign of approximately 2200
linear feet of CSAH 11 and 4000 linear feet of TH 7, with a multi‐lane roundabout for intersection control.
Realignment of the intersection and approaches required careful consideration of park and environmental
impacts. The Stonebrooke Team worked closely with MnDOT, County Staff and the adjacent developer through
the planning and design process, to determine the optimal alignments and intersection location.
Preserve Subdivision (Montgomery, MN):
Stonebrooke Engineering evaluated alternative alignment options, planned and designed the Deer Path Extension
in Montgomery, MN. This included measures to minimize environmental and other surrounding development
impacts, while also considering cost implications for the different alignments/layouts. The roadway was built to
serve a larger 36 lot subdivision that was also planned and designed by the Stonebrooke Team. Tim Arvidson led
this process for Stonebrooke.
In addition to these Stonebrooke examples, Tyler Newhall served as a project engineer and construction manager
on the Pioneer Trail Extension Project in Chaska, MN (with a previous firm). This project extended Pioneer Trail
from Town Course Drive to the West, to connect with Victoria Drive (since renamed to Pioneer Trail). The result

was a ½ mile of new road construction through an environmentally sensitive area. The project team worked to
develop an alignment that would minimize environmental impacts and construction costs. This became especially
challenging in learning that peat and organic layers in areas of the potential future alignment were up to 30’ deep.

Stonebrooke Engineering services will be provided on an hourly basis, with a not to exceed cost. If for any reason
an unforeseen situation is identified that would affect the cost, Stonebrooke will notify the City prior to completing
the work.
A cost proposal to complete the work is attached, including the hourly rates and the not to exceed total project
fee. A detailed cost breakdown by task has also been attached for your information.
