APPROVAL OF A PROPOSAL WITH BOLTON & MENK FOR THE REPLACEMENT OF
LIFT STATION 10, CITY PROJECT 19-11
Proposed Action
Staff recommends adoption of the following motion: Move to approve proposal with Bolton &
Menk, Inc. for the replacement of Lift Station No. 10.
Overview
The City rehabilitates lift stations as part of an ongoing preventive maintenance program to
ensure the optimal functioning of the sanitary sewer collection system. Older stations are
replaced when necessary to increase capacity and modernize controls. An additional benefit is
the improvement of safety for staff.
Lift Station No. 10 was constructed in the mid-1970s with a wet well and a separate pump
chamber. This replacement involves the removal of the existing wet well and pump chamber and
the installation of a single wet well with submersible pumps and an upgrade to the control panel.
This will make it easier and safer for staff to service and repair the lift station.
Bolton & Menk is one of the City’s pool of consultants specializing in general municipal
engineering. The pool provides for agreed costs for services and as such does not require
additional proposals. Staff reviewed the proposal and recommends approval.
Primary Issues to Consider
• Why is an engineering consultant necessary? This is a complicated project with many
different parts to include bypass pumping, right of way and easement considerations and
impacts to Orchard Lake. City staff does not have the expertise needed for project design nor
the staffing to manage the construction and installation phases of the project.

Dear Mr. Quade,
Thank you for providing us this opportunity to assist you with the replacement of your Lift Station 10.
Bolton & Menk, Inc., has the technical expertise, experience and resources to complete this project for the
City and we appreciate your consideration. We also have City lift station experience as we completed the
design and construction management for lift station 6.
Based on our understanding the project will consist of the following major components:
• Soil borings and site survey
• Removal of existing wet well/dry well lift station
• Construction of a new precast wet well and valve vault
• Miscellaneous pipe and site work
• Bypass pumping during construction to maintain station operation
• Installation of City-procured pumps and control panel with generator plug
o Pumps supplied by Quality Flow and control panel from Quality Control and Integration
• Installation of an external breaker to de-energize the panel during maintenance
We have identified three (3) tasks to complete the work as described above. A summary of the tasks is
below:
Task 1 – Preliminary Design Phase
• Kickoff meeting
• Complete topographic survey
• Soil borings and geotechnical evaluation
• Assemble and review available data (Record drawings, pump runtimes, pump curves, etc.)
• Complete preliminary design summary
Task 2 – Final Design Phase
• Prepare final plans and specifications
• Design review meeting with City staff
• Construction cost estimates
• Bidding services

We propose to complete the above design and construction phase services for a total estimated fee of
$49,900. The following is a summary of our fees:
Preliminary and Final Design Phase $29,900
Construction Phase Estimated Fee $20,000
Total Estimated Fee $49,900
Because the engineer has no direct control over the scheduling or operations of the project contractor,
construction phase services described in this proposal are estimated based on similar projects and are
proposed to be provided on an hourly basis at the rates noted.
We do not expect there to be any permit fees required for this project since this is an existing lift station.
However, should any permits be required, Bolton & Menk will assist the City in the application process
and the permit application fees shall be the responsibility of the City.
We anticipate the following project milestones:
• Project Design Awarded – November 5, 2018
• Advertise For Bid – February 2019
• Bid Opening – March 2019
• Project Award/Contracts – March/April 2019
• Construction Starts – July 2019 (depends on City procurement of pumps/controls)
• Substantial Completion – September 2019
• Final Completion – October 2019
