RESOLUTION ORDERING IMPROVEMENTS AND PREPARATION OF PLANS
FOR THE 2019 STREET RECONSTRUCTION PROJECT AND
ACCEPT WSB’S PROPOSAL FOR PROFESSIONAL SERVICES
Proposed Action
Staff recommends adoption of the following motion: Move to approve a resolution ordering the
improvements and authorizing the preparation of plans and specifications for the 2019 Street
Reconstruction Project, City Project 19-02, and accept WSB’s proposal for professional services.
Overview
At its October 15, 2018 meeting, the Lakeville City Council received a Feasibility Report for the
2019 Street Reconstruction Project and set a public hearing for November 19, 2018. Notice of the
public hearing was published and forwarded to the affected property owners, pursuant to the
requirements of Minnesota Statues, Chapter 429 for local improvements.
WSB will share a brief presentation prior to the public hearing providing a project summary,
estimated project cost, description of the proposed assessment area, estimate of the amount to be
assessed and explanation of the City’s Assessment Policy. Following the public hearing, if the City
Council elects to proceed with the project, a 4/5th vote of the City Council is required to adopt a
resolution ordering the improvements.
WSB’s proposal identifies the scope of services and estimated cost to complete the preparation of
the plans and specifications.
Primary Issues to Consider
• Notice of the public hearing was published (October 27, 2018 and November 10, 2018) and
forwarded to the affected property owners (mailed on October 30, 2018), pursuant to the
requirements of Minnesota Statues, Chapter 429 for local improvements.

RESOLUTION ORDERING THE IMPROVEMENTS AND AUTHORIZING
THE PREPARATION OF PLANS AND SPECIFICATIONS
FOR THE 2019 STREET RECONSTRUCTION PROJECT
WHEREAS, on October 15, 2018, the City Council fixed a date for the public hearing on
the 2019 Street Reconstruction Project. The project will include portions of Golden Leaf Forest;
Knolls Valley; Kingswood Estates; Kingsley Cove; Kingsley Cove 2nd Addition; Orchard Lake;
Registered Land Survey 13; Kenwood Oaks; Kenwood Oaks 2nd Addition; Kenora Ridge; Lakeville
Hills; Grohoskis Rearrangement; Jackson Heights; Jackson Heights 2nd Addition; Gola Heights;
Crystal Ridge Estates; Town and Country Estates 3rd Addition; Oak Shores 2nd, 3rd, 4th, 6th, 7th,
10th Additions; Vista First Addition; Bluebill Bay Estates; Logarto; Logarto 2nd Addition; Fourth
Addition to Benham Investment Company’s Minnesota Orchard Gardens; and those metes and
bounds parcels located along Klamath Trail between Kenwood Trail/CSAH 5 and Knolls Path,
City Project 19-02; and
WHEREAS, the required published notices of hearing through a weekly publication were
given, the required mailed notice of the improvement hearing was given to each property owner
in the proposed assessment area at least ten days prior to the hearing, and the hearing was held on
November 19, 2018, at which time all persons desiring to be heard were given an opportunity to
be heard.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Lakeville:
1. The 2019 Street Reconstruction Project is hereby ordered as identified in the Feasibility
Report for City Project 19-02, dated October 15, 2018.
2. The City expects to issue bonds for the project costs.
3. The estimated project costs are $8,956,306 and anticipated funding sources are listed below.
City staff is hereby authorized to make the appropriate transfers between funds with respect
to the non-debt project funding sources up to 10% above the estimated costs. Funding
transfers may include loans between funds to cover engineering and other costs incurred
on the project in advance of receiving bond proceeds.

Final Design Proposal for the 2019 Street and Utility Reconstruction Project

Dear Mr. Jordan:
On behalf of WSB & Associates, Inc. (WSB), we are pleased to submit this Supplemental Agreement to
provide engineering services to the City. Specifically, our services will include preparation of the design for
the 2019 Street and Utility Reconstruction Project.
Project Understanding
The 2019 Street and Utility Reconstruction Project is comprised of approximately 9.5 miles of local and
collector streets within the City of Lakeville, 3.2 miles of local streets within the City of Burnsville, and is
generally described having the following scope:
• City of Lakeville: Reclaim existing pavement, installation of a new pavement section, spot repairs
to the curb and gutter, spot sidewalk replacement and construction of pedestrian curb ramps that
meet current ADA requirements, storm sewer replacements/additions, stormwater basin
maintenance for one (1) basin and installation of corrosion protection* for the watermain.
• City of Burnsville: Mill and overlay or reclaim existing pavement, installation of a new pavement
section, spot repairs to the curb and gutter, construction of pedestrian curb ramps that meet current
ADA requirements, storm sewer replacements/additions and installation of corrosion protection * for
the watermain.
o Work associated with the design of a back pressure sustaining valve at the connection
point for the City of Burnsville and the City of Lakeville’s water distribution systems will be
completed by the City of Burnsville’s consultant under a separate contract.
*Corrosion protection refers to the replacement of watermain bolts and the addition of sacrificial anode bags
at valves and hydrants.
The feasibility study, topographic survey, stormwater basin survey were all completed under separate
agreements.
Scope of Services – Final Design
1. Project Management
Project management includes the development of the project plan through bidding. This task includes the
appropriation of necessary staff and resources at all stages of the final design process to achieve project
milestones and completion. This includes frequent communication and coordination with City staff and its
agents governing all aspects of the project. Proper completion of this task will allow for open lines of
communication and routine updates on project issues, as well as keeping the project on schedule and within
budget.

WSB will attend and assist with the preparation of meeting materials for the Public Hearings, Neighborhood
Meetings and Special Assessment Hearings for the project, both in the City of Lakeville and the City of
Burnsville.
2. Design, Specifications, and Plan Preparation
• Complete the design and prepare the project plans consistent with City, ADA, and local regulatory
standards.
• Facilitate a Utility Coordination Meeting for the project.
• The project plans will be generally organized as follows:
➢ Title Sheet
➢ General Layout
➢ SEQ
➢ Removals
➢ Street Plans (plan view only except where storm sewer is planned to be replaced/added)
➢ Stormwater basin maintenance plans
➢ Erosion control
➢ SWPPP
• Prepare the specifications consistent with City, ADA and local regulatory standards.
• Calculate project quantities and prepare the project Bid Form.
• Prepare an Engineer’s Opinion of Probable Cost on the final design.
• Perform quality control reviews regularly throughout the duration of the design.
• Attend project meetings with City staff and design team (WSB staff) members as necessary.
• Deliverables:
o 60 percent Submittal(1): Draft plan set for review and comment
o 90 percent Submittal(2): Draft plan set for review and comment
o 100 percent Submittal: Five (5) 11” x 17” final plan sets and five (5) specifications for your
files – Due on February 12, 2019
(1) Defined as-developed plan and profile (as necessary) sheets, typical sections, removal
sheets, with concept level storm sewer improvement details, as review and approval of the
proposed storm sewer improvement is desired prior to finalizing those plans.
(2) Defined as-developed plan and profile (as necessary) sheets, typical sections, removal
sheets, erosion control sheets, staging and traffic control, SEQ format
3. Permits
Prepare the following permits:
• Minnesota Pollution Control Agency – NPDES permit
• Dakota County Highway Department – Work in Right-of-Way Permit
• WCA, MnACOE, LGU – Wetland Permit (“No Loss” is anticipated based on conversations with City
Staff)
• Army Corps of Engineers Coordination for stormwater basin maintenance activities (assuming “No
Loss”)
4. Bidding Assistance
Prepare the Advertisement for Bid in compliance with the City’s practices; facilitate project bidding by
answering contractor questions, prepare the Addenda if necessary, and attend the bid opening. The cost
to advertise the project will be paid by the City of Lakeville. The City will submit the Advertisement for Bid
to the local paper and WSB will submit the Advertisement for Bid to Finance and Commerce.
5. As-builts
Prepare as-builts consistent with the City of Lakeville standards for utility work associated within each
individual area. Deliverables will include pdf version of the as-builts and to convert all as-built data to a GIS
file for import into the City’s GIS data base.

6. Construction Administration Support and Construction Staking Services
WSB will provide construction administration consistent with the way these services have been provided
with the 2016 - 2018 Street Reconstruction Projects. WSB will prepare payment vouchers, assist with
questions as they arise during construction and upon request from the City, WSB will visit the site as needed
to review the work taking place.
Based on the approved Final Design, and at the direction of the City of Lakeville, WSB will also prepare a
separate proposal for supplemental Construction Administration support and Staking, with the
understanding that one WSB Construction Observer is also anticipated to serve on the project.
Work Performed by the City of Lakeville
It is our understanding that the City of Lakeville will facilitate all public meetings, assist with meeting
preparation and public interaction, review with WSB the condition of the existing utility systems, notice all
public hearings in the local paper and will mail all required public hearing letters. The City will also prepare
all meeting materials for the preconstruction meeting.
Schedule
The final design will be complete and ready for upload by February 12, 2019 for the proposed bid date of
March 8, 2019.
Basis of Compensation
WSB & Associates, Inc. will complete the final design work outlined in Tasks 1 – 5 above of this
Supplemental Agreement at the hourly rates outlined in our fee schedule (based on percent complete) for
lump sum fee not to exceed $412,561.00.
Our services will be billed on a monthly basis in accordance with our standard contract with the City. If you
are in agreement with the terms as outlined above, please sign where indicated below and return one copy
to our office.
