THE BONUS ROOM LAKEVILLE
Proposed Action
Staff recommends adoption of the following motion: Move to grant a consumption and display
(set-up) permit to The Bonus Room LLC d.b.a. The Bonus Room Lakeville.
Overview
The Bonus Room is a commercial space in which customers can rent by the hour, by the day or
by the week for parties, gatherings, events or meetings. It is located at 20908 Holyoke Avenue in
downtown Lakeville.
The applicants, Joseph and Caarin Pannkuk, are requesting an alcohol consumption and display
permit at The Bonus Room. The permit allows customers to bring alcoholic beverages for
consumption on the premises. It does not allow the sale of alcohol. The permit requires
approval by both the local governing body and the State of Minnesota Alcohol and Gambling
Enforcement Division.
Primary Issues to Consider
• Does the applicant meet all requirements for a consumption and display permit?
Lakeville ordinance adopts Minnesota Statute 340A.414 (Consumption and Display
Permits) by reference. The Bonus Room LLC meets the eligibility requirements.
• Unlike other liquor licenses, State Statute sets the expiration date for consumption and
display permits, which is March 31.

Based on State Statute and Lakeville ordinance, the applicants meet the qualifications for
