Proposed Action
Staff recommends adoption of the following motion: Move to approve the Resolution Granting Approval
of Job Classification and Pay Plan for non-union Employees.
Overview
The City entered into a professional services agreement with Springsted Incorporated to conduct a job
classification and compensation study for City Council and employees. Based on the results of the job
classification and market study for employees, Springsted Inc. proposed a 25 grade, 7-step pay scale.
At the July 2018 workshop, the City Council gave staff direction to move forward with Springsted’s
recommendation of the proposed pay plan and moving employees identified as below minimum salary to
the minimum of their proposed grade on the proposed pay scale. Of the City’s 127 non-union employees
covered by the study, 28% of the City’s non-union workforce, are being paid below the minimum salary
rate of their proposed pay grade. The annual cost of bringing each of the employees to the minimum salary
rate of their pay grade is estimated to be $84,538. All other non-union employees would be eligible to
progress to the next step increase on their anniversary date. All non-union employee step increases will be
tied to an annual performance evaluation. Transition to the new job classification and pay plan will go into
effect January 1, 2019.
Springsted’s proposed pay scale is based on 2018 data and does not factor in a cost of living adjustment for
2019. Attached is a copy of the 2019 proposed pay plan for non-union employees for your review. The pay
plan reflects a 3 % cost of living adjustment effective January 1, 2019. This is in line with current
Teamsters and LELS labor contracts.
The Personnel Committee has reviewed the information and is recommending approval of the job
classification and pay plan.
Primary Issues to Consider
• Accept the SAFE® job classification system and the compensation study recommendations from
Springsted, Inc. and approve the new 2019 compensation plan for the City of Lakeville.

Primary Issues to Consider:
Springsted, Inc. recommendations include:
1. Approve the proposed salary schedule. Adoption of the revised salary schedule, developed utilizing
market data, will result in an up to date compensation schedule which will better equip the City to
recruit for vacant positions, retain existing employees, and provide for flexibility in hiring,
promotions and annual increases.
2. Approve the recommended position assignments, which assigns positions to the proposed salary
grades. The schematics developed, utilizing objective analysis of data, will allow for establishment of
internal equity among the various positions of the City.
3. Provide support for ongoing administration of the program via a system of market adjustments.
Initial implementation includes only the City’s non-union employees as the City’s contracts with our
bargaining units do not expire until December 31, 2019.
Pay adjustments are proposed to go into effect for non-union employees on January 1, 2019. Employees
identified as below minimum salary to the minimum of their proposed grade will be placed at step 1 on
1/1/2019. All other non-union full-time employee will be eligible to progress to the next step increase on
their anniversary date. All non-union part-time employees will begin to transition to the new pay plan on
1/1/2019 and be eligible to advance to the next step after working 2080 hours. All non-union employee
step increases will be tied to an annual performance evaluation. An evaluation that results in an acceptable
performance report would be entitle the employee to progress to the next step in their position grade.

RESOLUTION ADOPTING
JOB CLASSIFICATION AND 2019 PAY PLAN
WHEREAS, the City Council has adopted pay plans from time to time to provide for the
compensation of employees in various positions; and
WHEREAS, Springsted, Inc. completed a job classification and compensation study in 2018 and
proposed a 25 grade, 7-step pay scale; and
WHEREAS, this job classification and compensation plan has been developed to maintain
compliance with the Pay Equity Law and provide competitive wages to attract and retain
qualified employees;
WHEREAS, the pay plan should be adjusted from time to time in consideration of the changes
in the cost of living as measured by the U.S. Department of Labor, market conditions, and
position evaluations;
WHEREAS, the pay plan includes a 3% cost-of-living adjust for non-union employees effective
January 1, 2019.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeville,
Minnesota:
1. Adopts the Systems Analysis and Factor Evaluation (SAFE®) System as the City’s job
classification system.
2. The attached pay plan is hereby adopted for the positions listed and will be effective
January 1, 2019.
3. The following policy shall be used to administer this pay plan.
A. Employee Progression
A-1. Employees identified as below minimum salary to the minimum of their proposed grade will
be placed at step 1 on 1/1/2019.
A-2. All other non-union employees will receive a 3% cost of living adjustment on 1/1/2019.
A-3. All other non-union full-time employee will begin to transition to the new pay plan on and be
eligible to progress to the next step increase on their current anniversary date. All non-union
part-time employees will transition to the new pay plan and be eligible to advance to the next
step after working 2080 hours.
A-5. Employees hired will start employment at step 1 unless credit is given for prior relevant
work experience.
A-6. Employees will be evaluated by their immediate supervisor on their employment
anniversary date. An evaluation that results in a satisfactory performance report will
entitle the employee to progress to the next step in their position grade. A less than
satisfactory performance will result in the employee being frozen in their position step
until their performance improves to satisfactory.
B. Pay Plan Adjustments Based on Consideration of Market Conditions and Cost of Living
Changes
B-1. The pay plan includes a 3% cost-of-living adjust for non-union employees effective
January 1, 2019.
B-2. Compensation surveys will be completed regularly to ensure that wages for non-union
positions are comparable to those of other similarly situated cities.
