CITY COUNCIL WORK SESSION MINUTES
December 10, 2018
1. Mayor Anderson called the meeting to order at 6:04 p.m. in the Lake Marion Conference Room.
Members present: Mayor Anderson, Council Members Davis, Hellier, LaBeau, and Wheeler
Members absent: None
Legislative Members: Angie Craig, Congresswoman -elect; Dan Hall, Senator; Mary Liz Holberg,
Dakota County Commissioner; John Koznick, Representative; Matt Little, Senator; Alice Mann,
Representative -elect; Joshua Lee, Council member -elect; Michelle Volk, Council member -elect
Staff present: Justin Miller, City Administrator; Tamara Wallace, Deputy Clerk
2. Citizen Comments:
There were no citizen comments.
3. Legislative Priorities:
Mr. Miller presented the draft 2019 Legislative Priorities, a document intended to communicate
the City's legislative position on a variety of issues pertaining to transportation, local control,
municipal revenue and taxation, economic development, and housing. The document also
includes an appendix listing other initiatives of concern/ priority for the City.
At the November 26 work session meeting, the Council reviewed the document and narrowed
down five primary legislative priorities: State mandates on local authority, infrastructure fees,
expansion of wine and strong beer sales in grocery/ convenience stores, Metro Orange Line
extension, and Metro Mobility.
In preparation for the 2019 legislative session, staff invited state and local legislators to provide
feedback on how the City's five identified priorities aligned with their agenda for the upcoming
session, and to gain input on whether there were additional key priorities the City should
consider.
The group reviewed the legislative priorities, and among those topics discussed were:
clarification on "local authority", financial impact on Sunday liquor sales, job creations funds/
grants, City bonding/ financing opportunities, the importance of Metro Mobility, prioritizing
planning dollars for the Orange line extension, expansion of the Kenrick Avenue park and ride,
small-cell sites/ franchising, the "Lakeville Works" program, workforce development, recreational

marijuana, obtaining an infrastructure package for I-35, Progressive Rail, economic and business
growth, Metropolitan Council reform, and diversified/ affordable housing.
The Council thanked the legislators for their time and input. Staff will work to update the
legislative initiatives document to include a clearer definition of what local authority embodies,
emphasizing small-cell franchising/ sites as a concern, looking into funding for transit station
expansion, incorporating the "Lakeville Works" program into funding for job growth, and
possible bonding opportunities.
The meeting adjourned at 7:14 p.m.
