HomeMy WebLinkAboutItem 06.e January 7, 2019 Item No. RESOLUTION AUTHORIZING THE PURCHASE & DISPOSAL OF VEHICLES AND EQUIPMENT IN ACCORDANCE WITH THE 2019 BUDGETS AND 2019 EQUIPMENT PLAN Proposed Action Staff recommends adoption of the following motion: Move to approve the Resolution authorizing the purchase and disposal of vehicles and equipment in accordance with the 2019 Budgets and 2019 Equipment Plan. Overview The City Council adopted the 2019-2023 Capital Improvement Plan (which included the 2019 Equipment Plan) on October 15, 2018 and the 2019 Budget on December 3, 2018. The Purchasing Policy requires that the City Council authorize purchases that exceed $20,000 as well as the disposal of all city assets. The vehicles and equipment scheduled to be purchased in 2019 that exceed the $20,000 threshold which requires City Council authorization and have not been previously authorized include: Vehicles and mobile equipment: 7-Squads (Police-Patrol)Bobcat Toolcat (Parks) 2-Dump trucks (Streets)1-5910 Mower (Parks) 1-Pickup 1-ton with plow (Streets)2 - Pickups 1/2-ton (Utilities) Other Equipment: 11 - Mobile radios (Police)Video playback recorder - (Cable TV) 32 - Squad computers (Police)Mobile truck lifts (Streets) In-car video (Police)Scissors lift (Utilities) Body-worn cameras (Police)Broadband (IT) The 2019 Budget includes approximately $1.8 million for the purchase of vehicles and equipment. Purchases will be made from various vendors and cooperative purchase agreements with the State of Minnesota, Sourcewell (formerly National Joint Powers Alliance (NJPA)), National Cooperative Purchasing Alliance, etc. Purchasing contracts are used for these types of vehicles and equipment as a cost saving mechanism. These contracts have complied with all bidding requirements which results in saving considerable staff time. The equipment being replaced per the 2019 Equipment Plan and the 2019 Budgets will be disposed of in a manner required by State Statute or the City’s Purchasing Policy; most often traded-in on the purchase of the new equipment or sold at auction. The budget is anticipating approximately $94,300 in proceeds from the replacement of those assets. Primary Issues to Consider • None Supporting Information • Resolution Financial Impact: ~$1,800,000 Budgeted: Y☒ N☐ Source: Related Documents: (CIP, ERP, etc.): Envision Lakeville Community Values: Good Value for Public Services Report Completed by: Jerilyn Erickson, Finance Director Various 2019 CIP/Equipment Plan; 2019 Budgets CITY OF LAKEVILLE RESOLUTION NO. ___ RESOLUTION AUTHORIZING THE PURCHASE AND DISPOSAL OF VEHICLES AND EQUIPMENT IN ACCORDANCE WITH THE 2019 BUDGETS AND 2019 EQUIPMENT PLAN WHEREAS, State Statute 471.345 sets forth the law regulating the sale or purchase of supplies, materials, equipment or the rental thereof, or the construction, alteration, repair or maintenance of real or personal property in Minnesota cities and the City of Lakeville; and WHEREAS, The City Council adopted the Lakeville Purchasing Policy on June 6, 2016, to assign purchasing responsibility and authority to the level consistent with good business practice and sound financial management policy to the extent possible; and WHEREAS, The City Council approved the 2019-2023 Capital Improvement Plan (which included the 2019 Equipment Plan) on October 15, 2018 and the 2019 Budgets on December 3, 2018 which included approximately $1.8 million for the purchase of vehicles and equipment and approximately $94,300 for the disposal of vehicles and equipment. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeville Minnesota as follows: 1. The recitals set forth above are incorporated herein. 2. Staff is authorized to purchase and dispose of vehicles and equipment consistent with the 2019 Budgets and 2019 Equipment Plan.
