HomeMy WebLinkAboutItem 06.t Date: January 7, 2019 Item No. APPROVE CONTRACT AMENDMENT WITH STONEBROOOKE ENGINEERING FOR PROFESSIONAL SERVICES FOR DODD BOULEVARD AND FLAGSTAFF AVENUE INTERSECTION IMPROVEMENTS Proposed Action Staff recommends adoption of the following motion: Move to approve contract amendment for professional services with Stonebrooke Engineering for Dodd Boulevard and Flagstaff Avenue Intersection Improvements, City Project 18-05. Overview The City Council approved the original Contract at its July 5, 2017 meeting. The contract amendment reflects changes to the Project scope that were not identified in the initial proposal. Specific changes include additional engineering services associated with: • Storm water management improvements (to address existing, adjacent localized flooding and provide additional stormwater treatment) • Watermain improvements (to address significant history of multiple watermain breaks) • Roadway improvements (to address impacts of existing unsuitable soils, and adjacent high-pressure gas mains and high-voltage electrical lines within/adjacent to project limits) • Local Road Improvement Program Funding Application Primary Issues to Consider • The City and Dakota County are partnering to construct the Dodd Boulevard and Flagstaff Avenue Intersection Improvements project. The City is the lead agency; therefore, the total project cost (both City and County share) is reflected in this memo. The City’s estimated net cost is $155,000 ($137,500 – original contract plus $17,500 – amendment). The County will reimburse the City 55% of the project costs, consistent with the project’s Joint Powers Agreement. Potential City funding sources include the Escrow Fund, Municipal State Aid Fund, Storm Sewer Fund, Park Dedication Fund and Trunk Water Fund. Task 2.02 (Utility Coordination): Private Utility facilities at the intersection were significantly more extensive than anticipated, including 3 high pressure gas mains. This has resulted in additional coordination, most notably with Magellan, Koch, DEA, and Great River Energy. (~$1,500) Task 4.07 (Preliminary Drainage Design) & Task 5.19 (Drainage Plan, Profiles, and Tabulations): An infiltration basin was added at the SE corner of the project limits behind the fire station. This required preliminary design to evaluate options, along with final design including storm sewer piping, grading plan/earthwork, and final quantities. The routing of the storm sewer pipe leaving this basin is made additionally challenging by the presence of the high pressure gas mains east of Flagstaff. (~$7,000 (for design, plans and additional concepts)) Task 5.07 (Earthwork Tabulation and Summary): Soil investigation uncovered between 4’ and 7’ of buried topsoil under Dodd Boulevard. The decision was made to remove this which resulted in additional fee to create a detail for the removal and reflect the soil corrections in the cross sections and earthwork. (~$3,200) Task 5.12 (Traffic Control): We did additional traffic control layout work for fire station access and ped detours. (~$3,200) Task 5.25 (Lighting Plan): We have performed a significant number iterations on the Lighting plan and design due to the number of underground utility conflicts and overhead transmission lines. This also has included coordination efforts with Great River Energy to understand where light fixtures can be placed and working through reviews of the lighting layout with them. This effort also has also resulted in needs to redesign trail layouts to accommodate lighting needs (~$4,900) Task 5.16 & 5.31 (General Final Design): We added a number of plan sheets for the work behind the fire station. (~$3,000) Task 8 – This has been added to account for the following additional engineering services: a 12467 Boone Ave, Ste 1 Savage, MN 55378 o 952.402.9202 f 952.403.6803 w stonebrookeengineering.com • Task 8.01: LRIP Funding Application ($2,228). • Task 8.02: Additional Field Work/Exploration South of the Project Limits: The City requested we survey and measure inverts for the sanitary/storm sewer from the project limits south to the creek ($1,860). • Task 8.03: Additional Topo Survey for Basin behind Fire Station ($1,578). • Task 8.04: Watermain Plans/Profiles/Quantities to account for Watermain work added to project ($6,638). Task 1 (General Project Management): Addition of 10% project management for the ~$35,104 of additional cost that has been added to the project. (~$3,510) In total, this request for additional engineering fee amounts to approximately $38,614. The attached updated fee estimate shows the additional fee items in detail.
