Introduction
Springsted Incorporated was retained by the City of Lakeville to perform a scientific random-sample
survey of the City’s registered voters, to gauge the community’s support for a variety of potential
improvements to the City’s parks and recreations facilities and to measure reaction to a potential
referendum to pay for such improvements. This report is intended to supplement our initial
presentation summarizing our overall findings and recommendations, by providing additional detail
about support among different demographic groups.
Our survey included a random sample of 400 registered voters living within the boundaries of the City,
who were contacted between December 7th and December 11th. The random sample was designed to
provide a representation of the District’s registered voters, with controls for age, gender,
race/ethnicity, and location, among other factors. Older voters and very frequent voters were
oversampled in our interviews; sample weights were adjusted to provide overall results that reflect the
demographic composition of the community as a whole.
Interviews consisted of 37 questions, with an average duration of approximately 13 minutes. Given
the size of our survey sample, our demographic controls, and the number of registered voters in the
District, the estimated margin of error for this survey is approximately ±4.9%.

Who Was Called
Before interviews were begun, we
analyzed the District’s registered voter list
to determine a set of demographic targets
to ensure that a representative sample of
the District’s voters was surveyed. These
characteristics included sex, parent status,
age, voting activity, and geographic
location in the district.
Our completed interviews were close to
targets on most demographic dimensions,
with the exception of oversampling Very
Active voters and voters over the age of
65. The table at right shows the effects of
this oversampling on the demographic mix
as a whole. For our analysis of overall
results, we have re-weighted the
responses to provide a representative
sample of the community.
While not included as demographic
controls, our survey also tracked whether
callers were renters or homeowners, and whether they were using cell phones or land line phones to
receive our calls. For this survey, approximately 36% of interviews were completed with participants
on cell phones. The proportion of cell phone users has grown considerably over the past decade. In
the second half of 2016, the National Health Interview Survey revealed that more than half of
American homes were wireless-only.
One of the first questions in the survey asked participants how often they visited one of the City’s
parks and recreation facilities in the past 12 months. Responses to this question were used to track
responses based on how frequently respondents made use of the City’s parks. The table on the
following page shows the park usage frequency by the other demographic dimensions we tracked.

Survey Structure
The main body of the survey was split into four sections, corresponding to four locations where the
City is considering making improvements to its Parks and Recreation facilities. These locations include:
• Antlers Park
• Avonlea (proposed park location)
• East Lake Community Park
• Ames Arena
In addition to the above, there were two questions regarding the possibility of constructing a sports
dome in the City.
Following the questions on parks improvements, participants were asked for their reaction to a
number of potential tax impacts that might arise from the improvement projects.
Amenities at Antlers Park
The first set of questions asked about potential improvements to Antlers Park. Before any items were
read from the list, participants heard the following introductory language:
“Antlers Park was built on the shores of Lake Marion in the 1970s. The City is considering a
number of improvements and renovations to the park. As I describe some of the projects that
are being considered, I’d like you to tell me if each one makes you more likely or less likely to
support the project.”
Nine improvements were read to each participant. These were read in random order, to minimize the
potential that items might be rated higher or lower due to their placement within the list. The
following tables show responses to each item broken out by demographic categories.

Amenities to be Built at Avonlea Property
The next set of questions asked about potential improvements that could be constructed near the
Avonlea neighborhood. Before these items were read, participants heard the following introductory
language:
“The City owns around 40 acres of parkland next to the new Avonlea neighborhood, west of
Cedar Avenue and about a mile south of Dodd Road, and is thinking about building a
community park at this location. As I describe some of the improvements being considered, I’d
like you to tell me if each one makes you more likely or less likely to support the project.”

Construction of Sports Dome
Two additional questions were asked by our interviewers, regarding the possibility of building a sports
dome in the City. Early in the survey, participants were introduced to the concept of the sports dome,
using the following language:
“The Hasse Ice Arena is on County Road 70 near Holyoke Avenue. The city is considering
construction of a sports dome on the north side of the arena, which would be inflated six
months out of the year, giving local schools and athletic groups an indoor facility for practices
and games during the cold-weather months. The artificial turf would also be available as an
outdoor field in the months when the dome isn’t used.”
Later in the survey, after the questions about the potential park facilities at Avonlea had been
completed, participants were again asked about a sports dome, this time in the context of building it at
the Avonlea facility, rather than Hasse Ice Arena. This question read as follows:
“The City could also build a sports dome at this location, instead of Hasse Arena. Like the other
one, this would be inflated six months a year, and the artificial turf would be available as an
outdoor field when the dome isn’t used. Given the possibility of building a dome at Hasse
Arena, or at the new park near Cedar and Dodd, which option would you prefer?”

Cost Sensitivity
After measuring reactions to potential improvements at each park location, we next tested the effects
of potential tax impacts on our respondents’ level of support.
Survey participants were given three potential cost levels for the proposed referendum, and asked
whether they would favor or oppose the proposal based on the cost. Participants were told that the
tax impacts applied to an average home with a value of $300,000. The three tax impact levels were
given in random order to each participant, to minimize the tendency for participants to give a response
based on what they think the next prompt will be.

The Hasse Ice Arena is on County Road 70 near Holyoke Avenue. The city is considering construction of
a sports dome on the north side of the arena, which would be inflated six months out of the year,
giving local schools and athletic groups an indoor facility for practices and games during the cold-
weather months. The artificial turf would also be available as an outdoor field in the months when the
dome isn’t used.

Introduction
This report is intended to supplement Springsted’s analysis of the community survey we performed for the City
of Lakeville. It includes a review of the comments given by participants in response to the survey’s open-ended
questions. We have performed some categorizing and a simple frequency analysis in hopes of making the
responses more useful as a basis for the City’s discussions and decision making.
Our survey included a random sample of 400 registered voters living within the boundaries of the City, who
were contacted between December 7th and December 11th. The random sample was designed to provide a
representation of the City’s registered voters, with controls for age, gender, race/ethnicity, and location, among
other factors. Older voters and very frequent voters were oversampled in our interviews.
While the overall results in our other reports used weighting to adjust responses to arrive at a representative
sample, such weighting is not practical for the open-ended responses in this analysis. As a result, it would be
appropriate to approach these responses as a qualitative look at the most common issues on people’s minds.
Early in the survey, before any questions about park facilities were presented, participants were asked how
many times they used the City’s parks and recreation amenities over the previous 12 months. Those who
indicated that they visited the City’s parks at least once were asked: “What kind of parks and recreation
amenities do you use most often?” All participants, whether they used the parks or not, were asked: “What is
one thing you would add or change about the City’s parks and recreation amenities?”
For the first question, we received 337 specific responses. For the second question, 354 participants had specific
thoughts to share. The remaining responses were variations of “I don’t know,” “I’m not sure,” and the like.
Interviewers transcribed each response; these are included at the end of each section.

Most-Used Amenities
When asked what parks and recreation facilities they used most often, the most commonly given responses
from our participants were in reference to the City’s walking and biking trails. The next-most common
responses referenced playgrounds and the City’s parks themselves.

used them. “Frequency Score” is a function of how many times a term was mentioned, and how many different
people mentioned it. The list below includes only relevant terms; common words without a meaningful link to

One Thing to Change
When asked to share what one thing they would change about the City’s parks and recreation amenities, some
of the most commonly given responses were variations of “I wouldn’t change anything” or “nothing needs to be
changed.” These answers are distinct from the non-responses, in that these express a level of satisfaction with
current conditions, rather than a lack of knowledge or absence of opinion.
The most common responses related to changes desired by participants were related to walking and biking
trails. These were followed by changes people would like to see in parking areas. References to bathroom
facilities, swimming pools, and dogs/dog owners were also frequently mentioned changes that participants
wanted to see.
