RESOLUTION ESTABLISHING NO PARKING ZONES
ALONG FLAGSTAFF AVENUE FROM DODD BOULEVARD TO 170TH STREET
AND ALONG DODD BOULEVARD FROM 169TH STREET TO FINESSE WAY
Proposed Action
Staff recommends adoption of the following motion: Move to approve a resolution establishing
no parking zones along both sides of Flagstaff Avenue from Dodd Boulevard to 170th Street and
along both sides of Dodd Boulevard from 169th Street to Finesse Way.
Overview
Dodd Boulevard and Flagstaff Avenue are designated at major collector public roadways. The
City and Dakota County are partnering to construct improvements at the Dodd Boulevard and
Flagstaff Avenue intersection in 2019 (City Project 18-05). Based on the roadway functional
classification, traffic volumes, design standards and adjacent land uses, parking restrictions are
proposed along both sides of Dodd Boulevard from 169th Street to Finesse Way and along both
sides of Flagstaff Avenue from Dodd Boulevard to 170th Street. The City has implemented similar
parking restrictions in the past along County State Aid Highways (CSAH) 70, CSAH 5 and
CSAH 9, as well as local streets such as 172nd Street and Kenyon Avenue.
Primary Issues to Consider
Designating No Parking Zones along Dodd Boulevard and Flagstaff Avenue at these
locations is consistent with Municipal State Aid funding requirements.

RESOLUTION ESTABLISHING NO PARKING ZONES
ALONG FLAGSTAFF AVENUE FROM DODD BOULEVARD (CSAH 9) TO 170TH STREET AND
ALONG DODD BOULEVARD FROM 169TH STREET TO FINESSE WAY
WHEREAS, the City Council for the City of Lakeville is authorized in accordance with City
Code to designate parking zones within the City; and
WHEREAS, the City of Lakeville and Dakota County have programmed the Dodd Boulevard
and Flagstaff Avenue Intersection Improvements project (City Project 18-05) in their respective
5-year Capital Improvement Plans (2019-2023); and
WHEREAS, the improvement project does not provide adequate width for parking along either
side of Flagstaff Avenue from Dodd Boulevard to 170th Street or along either side of Dodd
Boulevard from 169th Street to Finesse Way; and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Lakeville,
Minnesota:
That the City shall ban the parking of motor vehicles along both sides of Flagstaff Avenue from
Dodd Boulevard to 170th Street and along both sides of Dodd Boulevard from 169th Street to
Finesse Way at all times.
ADOPTED by the Lakeville City Council this 4th day of February 2019.
